Think of him like a differend version Zul'Jin for Mage - a pretty weak Hero Power, but a huge Battlecry that can swing the game at right times. This one is delayed, but provides you with tons of potential power. There are tons of possibilities with Algalon.
Past lets you create a pretty powerful swing play, but most importantly, you can replay Algalon with this, allowing yourself to keep shuffling spells and avoiding fatigue.
Present is your best option if you plan to quickly kill an enemy hero in one go or do whatever you plan with that Spell Damage.
Future allows you to destroy a board and never let certain minions be summoned ever again, ex. Zombeasts and Silver Hand Recruits. There's also a funny usage of this Timeline where you can use it to also control the possible outcome of future effects that either summon a random minion or add it to your hand.
I think what you designed as his Battlecry would be better off as a Quest card on its own.
Either way, notice that you'd have to dig nearly your whole deck in average to find all the spells, AND play spells that may not be suitable for your needs during the game: it's possibly harsher than Open the Waygate.
I guess if you really want to Discover the Timeline fast, you can play Aluneth. Besides, Mage rarely has bad spells on average maybe except some cards like Shatter and Book of Specters. The odds of getting a bad spell are even lower in Standard, and even if they won't serve much purpose, they still delay you from fatigue, letting you match against these Elysiana decks.
