This is a custom expansion I have been working for some time now.
The Setting
Far below the water surface lies the ancient city of At'lantis. Legends tell about the treasures and ancient powers that are located in there. Populated by nagas and horrifying sea creatures this region still remains unexplored... for now. Lead by famous Reno Jackson himself, new expedition is forming to uncover the mysteries that this place holds. (and get some sweet loot too!)
Mechanic(s)
Bind- Mostly on minons, it is usually a battlecry effect. It connects 2 characters, similiar to Voodoo Doll , then the second part of the battlecry(usually) is how the chosen character must interact or ''what happens if'' or baisicly anything.
Note: Bind comes off when a binding minon dies, or when either binder or the binded gets silenced.
Fleeting- Character can't be targeted by battlecries , spells and hero powers. Just an upgraded version of a classic mechanic.
I'm working on some secondary mechanics so expect an update on them sometime in the near future.

There's one card in particular I want to grab your attention with. Ethereal Dreamstealer
I call attention to this because I've seen many people price this effect differently. You appear to have priced the effect as a downside, whereas most cards I've seen this effect on price it as an upside. Possibility Seeker and Hypnotize are currently existing examples of this, both of which are intended to be stronger than collectible cards of equal type. But how much this effect is worth between card creations varies so much.
3 cards from my Time Traveler class have a variation of this effect:
I generally priced the effect at 2 mana, which I did because the effect is roughly like Dead Man's Hand. I remember when Sinti said Parallel Dimensions might be a bit OP at 2, Cheese said it could be 0, then others gave no comment (which usually means they think it's fine as is).
From Hearthcards alone, I found this:
Older cards are at the bottom. Newer cards are at the top.
EDIT: If the cards in this spoiler don't show up, search "shuffle your hand" into the Hearthcards gallery.
How much this effect is valued varies so much, with some cards valuing it at 0 mana, and some others valuing it at 3 mana. So it appears no-one at Hearthcards knew for sure how much this would Cost either. Just a bit of caution to point out. I don't really think it should be priced as a downside, specifically when we have effects that are meant to be stronger than Ranked effects which price it as an upside.

From my perspective effect looks like this: It is a downside for aggro, as they can draw their higher-cost cards and for control shuffling light-cost cards isn't a good idea . I made this card as a counter to combo decks. their ch I think it still wouldn't see high-level competitive play (mabye outside for some even decks). Perhaps you are right, mabye I should change it to 2 mana 2/3 or 2/2. It is all still in beta, correction will be made after I publish all cards. Again, thank You for taking your time on commenting this card, it means a lot for me. <3

Hey looks good! I havent looked the whole thing yet I just wanted to add that Yellowscale Murloc (love the card btw, nice balance) should probably say Destroy adjacent minions. The word 'both' is kinda irrelevant since adjacent means both minions in the word itself.
A silly feedback I know will give more if I see something interesting.
Balance-wise I think Naga Arcanist is wayyy too weak, should be at least a 3/3; Back Scratching is broken af, remember they nerfed Flare because 1 mana cycle was too good even with no other effect, and yours is a Rogue card!
About Ethereal Dreamstealer I think the effect should be quite valuable (at least I remember being pretty good in pokémon tcg) because you can decide when to use it and only shuffle back cards you don't need, so I'll say 3 mana 2/2 is the best stats you can give him, but maybe it's better as a 4 mana 3/3 (the effect becomes weaker as you increase the cost because you want it to be versatile).
Another tiny issue is that you can't give a red whelp the black whelp art, change image or call it just whelp (you also misspelled 'whelps').

I loved the 7.01 update, the new 3 cards are absolutely fantastic and you should keep making these kinds of cards again.
I can't wait to see your awesome cards and improvement on previous cards you made! (And what I mean improvement, I mean better cards!)
I like elementals and totems.
