With all 135 cards now revealed, we can start making assumptions about how things will shake out, and...it's not looking so hot for Rogue's theme in Rastakhan. Will Gral and the Spirit of the Shark still work out? Maybe. Maybe. But as for Captain Hooktusk... Clearly, on her own, just looking at the text, that's an amazing effect. But the three biggest Pirates in Standard right now (counting Rastakhan) are Captain Greenskin, Cursed Castaway, and Ticket Scalper. One of whom you'd rather play than Summon, and one of whom already has Rush. The dream of pulling Southsea Captain and two Ticket Scalpers is real, that still sounds pretty strong, but it's the one scenario where Hooktusk's effect gets to shine. What she needed was some big Pirates she could pull.
So...whipped up some big(ger) pirates. Not to say that all of these together would've been needed; if only one of them saw an official counterpart, along with Ticket Scalper and Southsea Captain, that might have been enough.
Of course, with such a powerful effect as Hooktusk's you don't want to allow too heavy a swing, even if "busted" is the only way cards see play in Standard (or so the stereotype goes). A 6 damage swing from just one body might be just as heavy a hit you need, with some refresh provided by the Warlock, or the slight ability to go wide by the Privateer.
Of course, if you wanted to go big, wanted to go "stupid..." The Whirling Dervish, on its own, is one of those laughably weak pack fillers like Windfury Harpy, Grook Fu Master, or Stormwatcher. Not even good in arena, like the Stormwatcher....but, with Rush, and being pulled from the deck by another 8 drop pirate, suddenly that Windfury looks a lot more promising. As for the Cleaner, just a big old body with a more proactive Overkill that really lets you clean up your enemy's side of the board, probably the most unprintable card with Hooktusk in the game, but still in the ballpark of where Pirates would have to be for Hooktusk to reach her full potential.

Kul tiran should give you poisonous to weapon because you're going to play pirate deck with weapons (and maybe lower stat a little bit for that reworking card).
Love the cards. Although a little bit broken since 3 large pirates are going to be summoned, maybe reduce stat and cost of them by 1 or 2. It's just better if your pirate deck is going to get supported well in mid-stage game. Just putting my opinion here.
