I like hero powers that are very strong, unfortunately we have to balance it out because they way stronger than silver hand recruits and totems. Make them 1/1 and they would be still more powerful than silver hand recruits, so keep it the way I said it as 1/1. Now since your hero power is very strong in early game, it would be fit for a aggro class or else they will scale well in late game which we don't want that one. A good starting aggro spell would be Watery Grave since you don't care how much it hits you (which is a good start). Also since you have pierce minion (thanks for using it), i think it's a great minion if it's get buffed by spells, just making a suggestion for your future card making.
Now I'll review the cards.
Imprisoned Murloc: It's a good defensive card.. Maybe make it 8 health restoration instead. It's great if your class is going to use some weapons. Naga Rogue: there's already a card that has 2/3 and stealth from GvG expansion, it would better as 3/2. A Watery Grave: Perfect spell, although a little bit powerful, maybe make it as your hero's health cost equal enemy minion's health, not minion's mana cost.
I don't know what's a trick.. so I'll skip it, reply back what is it then I'll come back to you.
Cataclysmic End: Fantastic card, could be a great late tempo game. The Devourer: So It's a twister nether minion, sure I'll go with it.
Empress Azshara and her quest: You have a spell named Cataclysmic End which suppose have huge number of nagas required, compare to this quest, if you're going to swarm nagas.. make it as 15 instead, otherwise keep it. As for Empress Azshara, she seems way too op as you will have card advantage over your opponent, if the hero power is 0, make it as hero power as 5 mana that controls a random enemy minion, so enemy can have spare time to deal with it. The card is quite good.
I don't like Dragons, Demons, or Beasts. You can choose it, or you can have 4th choice as my avatar and signature are saying "ELEMENTALS".

And first of all, glad that you are starting by making classes, because actually I started the same way! (Although for posting images, it isn't necesary to upload them publicly, you can just create a new post, insert the image, then copy the link, for then copying it on the insert/edit image button on .jpeg format, and then you should be ready with everything else!)
Soooooo da cards! Only the ones that require fixes though, the other ones are balanced ;)
Hero Power: Very powerfull, but random, like Shaman one, not that interesting, but that doesn't means to others! Although I would change Naga Healer to a 1/1 because of Healing Totem (But worse).
A Watery Grave: Same thing, change it to Health, cost its just too low damage to your Hero. (But neither too sure if it would look a bit UP with that, but preferably, change it)

Naga Frost Witch: UP, compare to Demented Frostcaller, which has the same effect.
Naga Royal Guard: Change the Weapon to a 2/2, its a bit too powerfull with that effect, or else, you could change the weapon to also lose durability when the effect triggers.
Cataclysm End: Unalterable. K I'm just kidding XD. "Summoned this game". Other than wording issue, maybe remove Unalterable and change its cost to (20), its pretty unreachable with that cost, I mean, comparing to Thing from Below or Dragon's Breath. (EDIT: Forget it, plenty of Naga's, should be achievable easily, my sorry XP)
Aku'Mai the Devourer: "All other minions", if not it will destroy itself. Also increase cost to (10). But in general I really like this card.
Empress Azshara: Should be worded "All non-Naga minions have -3 Attack", because other's isn't necesary, since she IS a Naga.
