I'm not much of a fan of Game of Thrones, so any references that you may have hidden within the cards (and even the characters they depict) are completely lost on me. With that said, on with the show.
Hodor is way too good. 30 points worth of stats (10 + 2x10) for 9 mana is already quite broken on its own, add to that 16 Health worth of Taunt. Maybe tone it down a little bit. (2/4 Doors, maybe?)
Night King's Blessing, on the other hand, is simply too weak and unplayable. You are never going to get 6 mana worth of 1/1 Undeads, and you are also removing your constant source of Silver Hand Recruits which is counterintuitive to this card's effect. I think it would even be too weak even if it didn't replace your Hero Power and just added to it altogether. Consider buffing this card by a huge margin.
Tyrion Lannister: The Imp (one of the few characters I know) is... I honestly don't know how to evaluate this card. This would have to actually be playtested just so we know how good it is.
Jaime Lannister: Two Hands is just plain OP. 7-mana 5/10 with Charge is already busted on paper, but add to it a Deathrattle effect that summons even more Charge minions... To better understand my point, compare this with Leeroy Jenkins.
As for Sandor Clegane: The Hound and Gregor Clegane: The Mountain, which I assume are Legendary minions (proper names and all), are, IMHO, quite uninteresting. I get that they're supposed to be similar to Stalagg and Feugen (and quite frankly Sandor and Gregor are the more playable of the two duos), but their effects are quite difficult to trigger since you'd need to have a weapon to trigger them. Overall: meh.
Daenerys Targaryen (yay, another character I know), along with her 3 Dragons, is quite interesting. It seems balanced to me, although I worry that with the amount of board clears in the game, I doubt that all of the eggs will resolve. And even when they do, 3 2/2 Dragons aren't that exactly threatening. i guess it's fair, leaning a little bit on the weaker side.
Qyburn the Bold has a very bizarre effect. The stat boost is indeed powerful, but it also Freezes the target so that kind of limits its usefulness. The 'targets chosen randomly' bit is what really baffles me. Whether you target a friendly or an enemy minion with this effect, the end result is still pretty underwhelming. Consider revising this card.

Hodor: Hmmm, yea your probably right in terms of overall points. But I would not change the doors, rather lower Hodors ATK. Take a look at Spreading Plague in terms of point racking. The idea is to put a block on a finishing attack. Which is an already implemented mechanic with things such as freeze, immune and big have taunts.
Night King's Blessing: As a turn 6 card, your not going to be using your hero power to many times for this to be a huge loss. But in combination with Stand Against Darkness, Drygulch Jailor, Lost in the Jungle, and Vinecleaver; your looking at some pretty big addition damage. Plus having more 1/1s to utilise Sunkeeper Tarim.
Tyrion Lannister: The Imp: I fell this card is very balanced. Take a look at Grommash Hellscream, its an 8 cost 4/9 and has the potential to do 10-12 face damage on the first turn when combined with something like Inner Rage. The most Tyrion could do on first play is 5-7 damage. Leeroy Jenkins is a good example, though its not class specific and this type of thing is suited to the Warrior class.
Sandor Clegane: The Hound and Gregor Clegane: The Mountain: There not legendaries, maybe I got a naming convention wrong? That is also why they are not so bedazzling. There just a couple cards with synergy that can get played together one turn early. If kept alive for a few turns then they will build ATK/DEF to increase value.
Daenerys Targaryen: I see what you mean! With the eggs immunity; maybe I should have made them hatch on the end of the enemies turn, thus giving a guaranteed 6 damage. Then the whole fun of the card would come down to keeping Daenerys alive for one turn to buff it to 12.
Qyburn the Bold: So the idea is your playing a card that has moderable stats for the cost value, if you keep the targeted card alive for one turn then you have a game changing advantage. The randomness I had not fully thought out, weather it be enemies or all I don't know what would make it a balanced card. The idea around this is that you have just created an uncontrollable "monster". In the TV series, he saved this guys life using f#ed up science, and after it he was less human.

I'll be honest I'm not sure how you decided on classes for many of the characters, why is tyrion a paladin, why are catelyn and brienne shaman cards, why are drogo and tormund hunter cards?

Too much charge and IMO too many of these cards are on "auto-include 100%" tier power levels. I realize sometimes the mechanics have to be eccentric to match the character in flavor, but this felt a little too strong.

The balance of these cards is all wrong. Tyrion Lannister, Hodor and Pyat Pree are plain busted and could never be included in the game as they are. As a general rule a vanilla card that costs 3 or more mana has at most double its mana cost plus 1 in stats. Balance off that template and your cards will look more viable.

For Arya, how about: rogue legendary, 4 mana 2/2 stealth poisonous, combo: become a copy of an enemy minion.
