The Siren is basically going to bait a spell/weapon of your opponent's hand, or else they have to essentially sacrifice a minion by setting it's Attack to 0. Arcane Overload (not sure on the name, or if it maybe belongs in a different class) is an efficient damage-dealer, but you have to cast it the turn you draw it, or else it swaps with a different card in your deck. Hammer of Judgement works similar to Paladin cards like Humility in setting an enemy's attack to 1, but you benefit from hitting larger minions with it by getting to swing once with that damage.

His Battlecry basically gives your in-play Mechs an Alarm-o-Bot effect when they "die", assuming you have a minion in your hand to swap with. They return to your hand instead of going to the graveyard, and someone takes their place on the field. "Flavor"-wise, this could be seen as the Mech breaking down while its pilot bails from the wreckage, or perhaps the parts rebuild themselves into another Mech.
I'm worried his Battlecry might be OP, but to compensate somewhat his Heroic Power is merely alright, and there's room to tone it down further to something like "Discover a Spare Part. Reduce its cost to (0)." That his Battlecry can only affect Mechs hopefully keeps it from being too bonkers, as well. Maybe it should specify that only other Mechs can replace them?
Considering that one of the Spare Parts you can Discover is Reversing Switch, theoretically he could seen as satisfying the theme twice hehe :^)
I actually really like this idea; though I'd prefer him to be Neutral just for the versatility. If it was Neutral I would auto-include it with Lilian Voss Just saying. :D

Of the three, I think I prefer Arcane Overload. In a competition where a lot of people are submitting variations on the same general ideas, I think that one stands out a little more. And the "use it or lose it" aspect is fun. Siren is a cool design but, as you pointed out, will rarely function as more than bait for a spell or weapon. Hammer of Judgment feels a little off to me since it won't do much at all against small minions but would be a huge swing against a big minion. (If there is any sort of Giant or bigger enemy on the board you get 8 damage to face AND negate a huge minion for 4 mana).

Well I made him a Warrior because Gelbin Mekkatorque is classified as a Warrior in WoW. But yeah, I imagine a Spare Part + Lilian Voss deck could be pretty fun :P
Regarding your Quest/Mannoroth...that is a super-roundabout way of incorporating "swap" into your card lmao. "Basically kill him, but we'll swap the stats beforehand just because." Combined with the weapon, this hero-replacement gives you not one but two ways to insta-kill enemies; that's insane D:

Hmm, Idk really know if Omlette Shief (Edit: I mean the name) is good, but I don't really see why it isn't? I think name is good. And the flavor is overwhelming! I love it.
Original and nice, can combo with Malygos. I really like it, since 2 Health isn't much to take care of even when in Stealth. I really like it :)

I have a question related to my Gelbin hero card: is it okay if the word "swap" is only found in the text of the hero power? Or does it absolutely have to be located within the text of the hero card itself? My assumption is "no, it is not okay" (i.e: it has to be on the card, not the power), but I'd like some clarification before I continue futzing with this tertiary idea of mine.

I think you should stick to your first idea - just wait 1-2 days if anyone else come with good balance feedback. It could be, that it's balanced as it is now :)
I would presume that "swapped" is okay, but I can't say for certain. Regardless of that, the more pressing concern I have is that the Battlecry has a fatal flaw: minions who have mirrored stats. If by some incredibly-poor bout of luck the Battlecry shows me a 5/5, a 3/3 and an 8/8...which one is the minion whose stats have been tampered with? There's literally no way to tell.
I think it's a novel idea; it's just weighed down by that one key problem.

Luminous Phoenix; it should read: "(...) on this minon, swap its Attack and Health." I like the idea a lot, pretty good and with the paladin buffing spells? yea, i like it. (<- my favorite out of these)
Fragile Dummy; Pretty nice card, obvious combo with buffs and minions like Dire Wold Alpha etc.
Windwaker; i dont seem to understand its effect. What if you dont have all the cards in your deck? f.e: if you only have 1 3 cost card in hand and deck but no other costs. Will it swap all cards in your hand for that one, or will it only swap the 3 cost card?
Thanks for the feedback guys. I've changed a few things on the card: - Made it Priest instead of Rogue. - Increased the health by 1. - Increased the mana cost by 1.
Is it still to strong? You have to remember that your opponent grants control of this minion, so unless you can clear it, they'll have a chance of gaining control of one of your minions as well.
I love the current iteration and I think it's one of the more unique ideas out here. Can still be a bit on the really strong side. What do you guys think of this? It's a quickly put together idea.
Thanks! As much as I actually like your card, it's very niche. Secrets only trigger on your opponent's turn, and I can't really come up with many situations in play-mode where they'd play something that swaps their stats?
Late game boost: You get your opponent's crystals as they are, and since crystals refill at the start of the owner's turn, if your opponent used all their mana last turn, you'll get all empty crystals. BUT, if your opponent leaves crystals unused, you could play some cards, play this and then get use of those unused crystals. Could be very useful if your opponent is top decking.

Anyway, I'm not sure how good of a card this is, seeing how it really doesn't seem to do much, and it's effect is almost impossible to activate (Unless against Astral Druid or while playing some weird version of Warlock? Or maybe with a Living Mana combo somehow?). I would suggest this as a 4 mana 4/5, since it's a legendary.
My worry is that this would be auto include at that level. So you and opponent are at 10 mana each. Opponent has no good plays so he hero powers and passes. You your turn, you can spend 6 mana, play this, and then spend another 8 mana. That's a pretty big deal.
Two more ideas for your consideration. The first really captures a lot of the Hydross fight in WoW, if you're familiar.
And a new board clear.
Name obviously plays on the idea that swapping the attack and health of most totems blows them up. I think the card is cool based on the creative ways you can use your totems to deal damage. I'm looking for feedback based on these versions. I'm leaning toward the first because of the devastating ways shaman can manipulate a totem before blowing it up. Combo it with Totemic Might (or Totem Golem, for that matter), and you get Flamestrike. Blow up a Wrath of Air Totem, and (I think) you get the spell damage bonus to deal 3. And if you really want to drop a bomb, blow up a totem that's adjacent to a Flametongue Totem. That gives you anywhere from a 3 (Searing Totem) to 5 (Wrath of Air or any 3-health totem) damage because the Flametongue buff effectively becomes +2 spell damage.
Also, dealing damage to all minions feels like a better fit, flavor-wise. Really curious to see what others think.
