I don't understand Soulbinder Tuulani, at all. Also, Stealth doesn't work as an 'Enrage' effect - it's like saying Enrage: Divine Shield. It just doesn't work, since both Divine Shield and Stealth have a 'breaking condition', while Enrage is just a perpetual effect.
I'd personally word Water Brigand as 'Battlecry: if you played an Elemental last turn, Discover a non-Rogue Elemental'. I'd also word Emerald Dreamer as 'Battlecry: If you're holding a Dragon, discover (another?) one. It costs (2) less.' Although it does seem like just a better Netherspite Historian, which isn't that interesting.
I actually prefer the wording that's already there, because "non-Rogue Elemental" sounds like it can discover Neutral Elementals, whereas the wording currently there doesn't.

See, Water Brigand used to have your wording, but non-Rogue Elementals include NEUTRAL elementals like Fire Fly. I specifically want a class-specific Elemental to be discovered to reflect Rogue's "Steal everything from other classes" identity while putting on a new spin on it (it doesn't have to be from your opponent's class). Do you think that's enough to justify the wording?

I think Tuulani should says "takes damage" instead of "loses Health" since the way it is worded now, it would include effects that change her Health stat like Sunkeeper Tarim. She's also my favorite of the three. Water Brigand isn't bad but just feels like another Servant of Kalimos, and Shifting Cyclone is... odd. The idea is interesting, but it's not clear what the card is for, and it doesn't feel terribly Rogue-ish. I feel like it would be Neutral, if anything, which of course doesn't qualify for the contest.
I feel like Hunter always misses out the new expansions synergies and tribes, so it would be nice for them to get a class Elemental. I think this works nicely because Thunder Lizard is a Beast, and can be used to bridge Beast synergy with Elemental synergy. I also made the card 4 mana since Hunter only has Houndmaster for a 4-drop.
Gyreworms seem to be the closest to what an Hunter would have if they used Elementals in my opinion.
The idea to Bridge Elemental and Beasts together is fine but the card altogether is not that interesting. Also, what type of Elemental is it? Earth,Wind,Fire? It doesn't look like an elemental.
Gyreworms are earth elementals. I pulled this directly from World of Warcraft. It's hard to find good art for it.

For clarification, shots are cards like arcane shot, explosive shot, power shot, deadly shot, etc. The pool of shot cards is fairly small (allowing you to potentially just go infinite on arcane shots hence why the card might be imbalanced as is), but the idea is to incentivize the use of slower control tools and in return giving you more of these powerful control tools that hunter has in their arsenal. It made sense flavorwise as the ranger would choose what shot he'd like to use next after each shot.
I made this a Mage card because of all the classes it suits the Mage because Mages have very little interaction. They just play with spells. Also, Mage doesn't have minion buffs, so Mages can't misuse this card like Priest or Paladin can.
It works just like Eerie Statue. If there are other minions on the battlefield(including your opponent's minions), it will have Stealth. If you attack with this minion then it will lose Stealth then immediately gain back Stealth because the effect is ongoing.
Should I make it an Epic? It can be too strong in Arena.
It's bad for the same reason that Bane of Doom is bad. To much RNG. You could summon Lord Jaraxxus or Street Trickster. Also, Priest doesn't have Enrage activators and at 3 Health it will be killed easily if you don't draw it in your opening hand.

Hmmmm. I'm not sure how people will respond to the idea of a 'shot' card, but I see why you've done it this way. This is a strong effect, since you can potentially go arcane shot into arcane shot into arcane shot etc.... I would lower the stats, OR consider making it "Each time you play a 'Shot' card, add a random one to your hand." (also changed it to my preferred formatting, based a bit off of Lock and Load).

I find Introvert a little odd, maybe it's the art, I'm not sure. The mechanic is fine for Mage... I think the flavor feels off. Seems fine as a rare. As for the Taser, I really like what you're doing here. You have to make it "After" instead of "Whenever" so that buffed minions would lose their buff first. Also not loving the art here either xD Another idea would be to make this a spell like 'Taser Shot' and 'Silence a minion, then deal 1 damage to it. It can't attack next turn.' Also I bet people will compare this to Freeze and question why it doesn't use that keyword, but personally that doesn't bother me. Freeze doesn't fit the flavor, and there could easily just be an effect similar to the newCharge where it simply prevents you from targeting. Also don't forget to capitalize Silence ;)

Tuulani needs to be "After" rather than "Whenever" so that the Stealth definitely takes. It's also a super strong card with things like Divine Spirit and such, but since they don't have an easy way to trigger a damage (unlike Mage and Warrior, for example) I think it works. But yeah, I would change the wording to "After this minion takes damage". That should also fix the text issue with the last line (that's a nitpick on my part :P)
Shifting Cyclone is definitely interesting. I think I like it. And the Water Brigand is fine but likely the least interesting of the three.
edit: just remembered priest can easily damage Tuulani with Wild Pyromancer shenanigans. Hmmm. Maybe it's too good? Hard to know.
Hey, I never designed a card before and these are pretty rough as I didn't know where to get any empty borders (there was some cutting and pasting of certain bits!) But these two were some of my favourite characters from World of Warcraft and I always hoped that they might make it into Hearthstone (along with the accompanying sound effects!)
