I defensibly think that is cool design, but the only one card per turn effect could be abused in quest rouge, where they fill their board, play that, and you only one card to answer their board or they just kill you their board. Those designs for sure would offer better tech against combo and aggressive decks. The only tech against combo decks atm is dirty rat, and I think more would be good. On an appropriate body, those effects could be good/interesting. Their playability would depend on the meta

Instead of can't be played, you could incorporate an effect similar to Loatheb or Mana Wraith that makes stuff cost more. I have been waiting to see a minions-cost-more version of Loatheb for a while, and I think they will eventually bring something like that back. Trouble with static effects versus Battlecries is that minions are so easy to remove. Putting it on a battlecry is way more effective. A card like Saboteur for minions would be amazing.

I think that when something is broken you have to fix it and not brake more stuff.
What is the main reason for this card? Is it just a good idea or a reaction to something that makes you angry. If the answer is second, i think that the idea is bad. If it is the first option it can be an ok card but its dangerous for a lot of decks. I know that people hate agro but i don't think that this is the answer.
And still this card is so op and only because of the price. 3 mana is something that comes with another big body (late game 7 mana left). Good example for cards like this that worked is Loatheb but its less restrictive
