You can use the clouds you get to instantly deal a burst of damage, or hold onto them in your hand and let them deal damage over time, provided that they hit their targets and not you. Of course, the damage dealt either way will be buffed by spell damage (e.g. Wrath of Air Totem).
Completely random when you draw the card, you could get it on turn one, making it just a 5/9 Taunt for 6 mana, which is still good. Or you could draw it when you are at 1 health, saving you for another turn or two. Yes, i know Maraad is a paladin, but you don't want pallys to have all the fun do you?
My submission for the competition. Depending on what turn you draw this, 3 damage might not be a lot, but this mechanic is known more for drawbacks than benefits.
The idea is really simple, a 1-drop that doesn't mess with your late game. This can be utilized by a variety of decks:
1) Combo decks can use this card for deck thinning. Starting with 28 cards is really nice.
2) Control-style warlock decks can keep this card at the start when the opponent is playing aggro. If not, no worries! At least your late game will be better as you won't draw a 1 drop at turn 10!
3) And of course the quest decks. This card may push the warlock quest for finally being viable. You don't want to keep this in your hand since it worths more as a potentially free 1 progress for your quest. It is 'potentially' free because you may end up drawing this after the quest is done or at mulligan.
The perfect 1-drop for every warlock deck. Perfect, but balanced. Also this is the way that I want to see where the discard mechanic headed, less random and more consistent.

When you draw Encroaching Ooze, his animation will trigger whether or not your opponent has a weapon equipped... so even if he doesn't grab a weapon on the draw, your opponent will feel like he can't equip a weapon since he'll know you drew the ooze! And if you're playing against a non-weapon class, it's a bit of a liability since your opponent will know your (pretty weak) top deck.
More anti-aggro and Mid-Range tools for Priest. Anduin allows more favorable trade and gutted all minions with 2 Attack or less from attack until it is played while making Priest having less of a headache dealing with 4 Attack minions. This card might bring back conditional cards like Cabal Shadow Priest into Priest decks and allow the class stand a better chance against Weapon based deck without diluting their own card pool.
Balance: Compare with Flame Leviathan, Mass Dispel and Pint-Size Potion. All three of them see no play, so a card combine all three will probably be balanced due to not being able to reliably to pull it off.
Flavor: Anduin, the new king of Stormwind promote peace and dislike fighting. However, when he enter the fight, the power he possess Silence all enemy.

I like the Idea of this Card. Seems very OP and some Combos are very very Strong with this but i´m feeling this Card very much :D
