A power-mad and tactically brilliant weaponmaster, Blackhand has both the ambition to rule and the cruelty to maintain his hold on the conquered. Under his leadership, the bold orcs of the Blackrock clan arm an entire world with the strength of steel. Blackrock slaves labor whip-crack to whip-crack on frightful siege engines—weapons that will inevitably be turned against the slaves’ families, neighbors, and homes.
So if you have a no rarity card. you will discover a common card, if you have a common you will discover a rare and so on. There is nothing better than a legendary so it does nothing in this case.
This card would draw a card and then show three to your opponent much like a card that is discarded. It would be important for the three cards shown to show in the history to not take advantage of inattentive opponents. That is not how Hearthstone works. The three cards shown creates interesting situations based on the scenario. If you play in on-curve, then you will likely show a good portion of your hand. If you wait until your hand is much more full, then the drawn card won't be as useful since you have limited mana. If you have an empty hand, then you show the fewest cards, but your opponent knows all of your options. The ideal scenario is where you draw a card that can be immediately played, which synergizes well with some decks. Much like Darkshire Librarian this is card draw with a drawback and wouldn't be good for every deck archetype, but for several.
From a flavor perspective, I imagine the artifact dealer as selling information to your opponent. They pay a card and receives some valuable information in exchange. I felt this clearly should fit in Gadgetzan because where else would you find a strange shopkeeper like this?
To make things clear: Everytime anyone discover those upgrades they will show up in random order If your opponent's hand is full he will not get upgrade, however he still can choose and know if he choosen the right one Opponent will have only 10 seconds to choose, this is to prevent them from blocking rest of your turn Spell-up effect affect enemy spells and any kind of AoE(ex. Volcano will deal 2 damage with every hit on an enemy, doesn't matter who casted it). By 'type' i mean elemental/beast/demon/...(some refer to them as 'tribes')
Shine bright like a purple crystal!
Summon: With faith, we may triumph.
Attack: Light help us!
Death: I have failed my people...
EDIT: I lowered the health from 6 to 5 to make the card less insane and altered some of the quotes.
She's literally GIVING these spells away.
Summon: Would you like to cast a spell?
Attack: Have this too!
Death: I thought we could be friends?
Hearthstone Tag Tournament :) Essentially a full heal + card fill-up to 30. Just don't forget to create some decent decks alongside.
C'thun sees what you did there...
Good Luck every one. Here my Rogue Legendary card to support a few rogue decks:

Palentress, I choose you!
This card is like Tracking. After tracking your prey, you need to finish it! Let's your opponent draw a card, but loses two potentially good ones.
So if you have a no rarity card. you will discover a common card, if you have a common you will discover a rare and so on. There is nothing better than a legendary so it does nothing in this case.
You choose one of three directions: Right, Left or straight
For once you actually know what you're getting.

Make your enemy fight the corpses of his allies!
If you can cheat it out, it is broken.
Clarifications: The minion is summoned from your opponent's deck, and 3 damage is dealt to that minion.
This is basically a Dirty Rat that lets you choose the card to summon. IS really good against decks that require certain combos and perfect draws.
Summon: "Stitches know you..."
Attack: "Stitches EAT!!!"
Death: *overly dramatic scream*
His answers are "secrets" that are can activate as many times during your opponents next turn.
How are you today?
