Here are some notable NPC/ Characters that can be found on Un'Goro Crater. Most of the cards are neutral, as I don't really know how/where to classify them. Here's what I think they are in the expansion:

P.S. I know Therazane isn't on Ungoro, but I think this is the perfect expansion for us to complete all elemental lords.

Too many Neutral Legendary minions. Blizz already said fhat this expansion is only going to have 5 neutral Legendaries since they're adding those Legendary Spells.

don't forget the most legendary guy in the whole crater

I actually explained what you're trying to say on the 2nd sentence of this thread. I didnt intend them to be neutrals but only did so because I did not know which class they would belong.
