blizzard said it before, they won't create any cards that don't fit into WoW lore. while Ra is actually an NPC, he's not the mythological sun god. don't waste your time and keep that in mind.
Fan creation stuff is all about fun, not about actual implementation. I made my slayer class (completely based on buffy lore) for fun, not caring that it would never be in the game. So it's not 'wasting time'. relax. xD
Yeah. Like what Livianna just said, all of this is just for fun. Blizzard won't actually weave our classes into the game (probably), but it's interesting to create your own parody about it. Heck, you can make a 1-Cost 30/30 Charge that has no debuffs if you want. This is just a place to let your imagination free and let the ideas, no matter how strange or unrealistic, flow.
Well especially because they said theyre never going to introduce any other classes EVER. Not death knight, monk, demon hunter, nothing. So it's not like because of that we shouldn't stop creating classes all together ;D

Okay, so onto Un'goro! I'm doing this in a completely ridiculous order, don't mind me!
River Stalker - I gotta say I'm with TurkeyBag on this. It's different because Anubarak, if it ever got out of control, can be countered (silence, transforms, entomb/recycle type things, etc.). This infinite loop cannot. If you want to keep the mechanic as is, I believe the only way to do so is to remove the Elemental tag. That way, the infinite loop is completely dependent on having other elementals... which is how elemental synergy is supposed to work anyway.
Shipwrecked - I'd change it to adding the 1/2 elementals to your hand rather than summoning, especially with the above change to River Stalker. Also don't forget to indicate maybe in your token section that you're talking about the Flame Elemental (I'm assuming). With that change, you can prob reduce damage to 2 from 3. And if you do all this, I'd consider "play" instead of "summon" on the quest.
Inclement Weather - we've talking about this already ;D the only suggestion I have if you're concerned about what TurkeyBag said re:Transform effects and such, is giving Sage charge. I think the power level is still acceptable for a quest reward (and yes you'd get charge on him whenever he revives!), and it gives you to chance to trade him off/trigger his deathrattle if you fear a transform effect. He's also fine as is, just something I thought of. It also feels pretty good, flavor-wise.
Gazing Longneck - this feels good! Only question is, looking at the card art, did you mean for it to be called "Grazing Longneck"? ;D
Gorishi Scout - okay so now that i'm looking at these two side by side, something needs to change. You're attributing the longneck's effect to cost 1 stat point, and the scout's to cost 2. And clearly the longneck's is better. Maybe making the scout a 3/3 and the longneck 3/6? Up to you on how to fix this inconsistency.
A Hunter's Treasure - love it!!! That dino buddy is great, I really like the idea of randomly adapting. Perfect flavor here, too.
The Jungle Whispers - shut up that art is the BEST. xD hehe. Yeah, this card is cool. Probably balanced? Personally I'd rename it to just "Jungle Whispers" but that's def your call.
Grumpjaw - this def works for me. Obviously the Dirty Rat mechanic is not enough to give something legendary status, but since its that plus the potential removal all in one (with the Charge) it feels like it's very strong. Well done.
Defensive Dinomancer / Primal Dinoherder - these seem to work well. I like that they're so similar, it's nice to have mirroring cards in sets. I'm not completely sure why the dinoherder is discovering an elemental, though (flavor-wise). If anything it feels like they should switch what they're discovering. At least that's my take.
Excited to see what changes you choose to make! This class has turned out super awesome. I'm not the best at finding broken combos, but I'm happy to take one more sweep through the sets in the next few days ^__^
Gazing Longneck - Just like that Kabal Trafficker but for Elementals instead of Demons. Love it.
Gorishi Scout - A weaker version of Grazing Longneck. Might be better as a 3/1

River Stalker - I'd say that this would work slightly better as a 6/6 rather than a 6/8. Or as Livienna and Turkeybag said, remove the Elemental tag. Either option would make this slightly more balanced.
Inclement Weather -Two Stormwatchers might be too much. I think that summoning only one would be enough.
Grumpjaw - This, I feel would completely replace Leeroy Jenkins for all Pillager decks. Even though your opponent does summon a minion, the burst damage does feel too strong.
Some of these cards (zuvembi brew, unstable hex, blackspear technician) are absurdly strong, while others (shaka skull, summon zombie dogs) are very underpowered.
Zuvembi Brew would be very strong but at least somewhat reasonable if it was limited to minions.
Unstable Hex should probably summon a 2/3 or a 3/3. I'd lean towards 3/3 because 2 mana removal is very strong.
Blackspear Technician would be very strong, but somewhere maybe close to acceptable if it was a 3 mana 2/3 that gave +1/+1.
Too Weak
Shaka Skull is hard to fix, since making it a reduction of (2) could get out of hand very quickly. Maybe make it a reduction of (2), but the card itself costs (2) mana? It's still weak but has potential to do something.
Blackspear Berserker I would just scrap the design. It's not very interesting and it just brings the minion to vanilla stats. Redesign.
Summon Zombie Dogs should just cost (3) mana.

Shipwrecked - Phoenixfeather lol this card made me chuckle imagining this scenario IRL xD. I like Livienna's suggestion of adding the minions to my hand and slightly reducing the damage. That way it also has handbuff synergy!! (And I found Flame Elemental Token Buff Pally is annoyingly good) I'll put the Flame Elemental token in the Token section as well.
River Stalker - Okay at this point I concede lol. My thought process was that it would help both Sage and the Quest, because the deck would need to be super elemental heavy. But seeing as that is too much, i'll be more than happy to strip him of his Elemental status... although i'm going to now have to find a new name and art because he obviously deserves that tag.
Grumpjaw - Livienna summed it up perfectly. He is literally Legendary Removal. His effect is mostly to take down minions, and honestly he should have higher stats than he already does. I think its fine as is, and a lot of good cards that can help use this as a finisher have already rotated at this point, so while there probably exists aggro Pillager with this, its completely fine with me because it isnt too powerful in Standard.
The Jungle Whispers - Phoenixfeather, are you supporting the cancerous Murlocs? Don't fall for their cuteness xD... also I think Jungle Whispers is fine. I'll change it.
Gorishi Scout - Wait... 3/3? 3/1? Hmm. While it looks inconsistent with Gazing Longneck, it really isn't. This gives you an Elemental immediately, and he's cheap, which is why his stats are lower. But since its a 3/2 and that bullseye between both suggestions I guess its okay xD
Defensive Dinomancer/Primal Dinohearder - My thing was that Dinomancer was protecting his fellow dinos (as seen as the art). The Dinohearder was hunting something. Two interpretations of its text were that it was either chasing some refreshing looking Water Elemental, or that it was chasing the wind (Air Elemental; no food for them tonight :PP) Do you still think they should switch effects/both discover beasts?
Inclement Weather - 1 Stormguard would make this the weakest Quest in existence. A 5 mana 5/5 minion that doesn't protect anything and can be hard removed in a second sounds even less appealing when you hear that it only summons one of them. Especially with such a tough quest to pull off. As for Charge, I think this might be slightly too much on it, because you'd essentially be turning it into Firelands Portal 3.0, as it would summon 2 Stormwatchers and a Dormant Sage after you traded it. My suggestion is giving it Taunt. That way your opponent can still react (and probably Polymorph) it.
EDIT: Thinking about it some more, another idea I came up with was combining both of your suggestions. It would only summon 1 Stormwatcher, BUT it would have charge and be a 7/7 or 8/8. Like?
Gazing Longneck - Glad this card was well received. My strategy for the name was that it was looking out using its giant neck at stuff, discovering elementals from its aerial view. It just so happened that he was eating, and honestly half the time I call it Grazing Longneck by accident xD.
