This is really strong card, maybe it's even OP. But oh well, i allways thought about this kind of mechanic. You either pick a bad card to exile good ones, or just pick a good one for yourself.
For clarification, when you play this and both you and you're opponent have 6 or more cards (after playing this), then the effect triggers. Your hand and your opponent's hand are then treated as a shuffled pile of cards, and you Discover 3 times from that pile of cards. For the sake of game mechanics and consistency, the pile of cards doesn't change when you Discover a card from it, so you could potentially Discover a card you saw but didn't choose, and you could potentially Discover the same card three times. But in a pile of 12-19 cards, that's not probable: just possible. Remember: the cards you Discover don't go into your hand, they do straight into your deck, so there's no risk of overdraw.
Aside from a solid body (heh), this card puts you on top in the fatigue war, and lets you shuffle some extra resources into your deck, while ALSO getting a limited look at your opponent's hand, but it is a pretty situational and somewhat random effect. It also works with Brann to discover 6 cards.
I do believe the card itself is fairly self-explanatory.
You can set up a huge board clear with prep+this+vanish, for example, for 9 mana.
Or you could use this to draw out a combo you need.
It's fairly versatile and has quite a huge effect if you play your cards right.
Also, if drawing a full hand would result in a player fatiguing, they stop drawing the moment they run out of cards. To prevent possibility of an otk from just this cards.
The ability might be useful especially if you are playing a high curve deck, as you can expect to get a discount on your draw while giving your opponent a penalty on theirs.
Deck thinning allied with a stronger Sap. Could potentially pull large minions from opponents deck, that's why her body is stronger than usual for the mana cost.
Here it is for my submission, the Southsea Briber, a 4 mana Taunt minion that can go up to a 4/7, stopping any kind of aggression. Obviosly it does not grow any larger if it burns all cards, but if milling the opponent is your goal, that's probably worth more than a 4/7 taunt. And its a Pirate. Pirates rules. Get bribed. Be in charge.
Note that it can be played on any minion, including your opponents'. I originally thought of making it "whenever that minion attacks, YOUR OPPONENT discards a random card and draws another." But that seemed too powerful, so I settled on this instead, which gives your opponent the choice of not attacking in order to neutralize effect. Could also be used for your own card draw, too...
Although the card text does sound a bit misleading, your opponent does NOT give you any spells that they draw, as it is you who is playing the effect. That would be pretty neat but the idea is to get your opponents hand full, fast.
An evil Lorewalker Cho, just as Cho spreads knowledge around by giving spells to everyone, he destroys knowledge by getting rid of all duplicate spells.
Usually, he only get rid of 1 copy of spell since you can only put 2 copies of card in deck, but he works exceptionally well against Jade Idol Druid.

My take on the idea of Milling your opponent.
+ Good statline for 4 mana. Similar to Pit Lord / Hungry Dragon.
+ Thins out both decks.
+ Maximises the number of cards in your opponents hand to further the potential to mill successfully.
- Any spells you draw are placed into your opponent's hand i.e. Twisting Nether, Map to the Golden Monkey or Siphon Soul to name a few.
