Mainly for cycling through your deck quickly for maybe OTK. First 'In the Library' practically does nothing for 2 mana. After playing the second one, you can draw up to 5 cards in a turn (but this benefit comes only after you have drawn both 'In the Library' & lost 4-mana worth of tempo). Your opponent can also mill you if your hand is almost full.
Swarm(x) is a keyword for being able to put more than two of the card into your deck, for example Swarm(4) means that you can hav 4 of the card in your deck. :) Whenever you upgrade it you keep the effect of the previous Power of the Light, the final version will have all of the effects combined.

Using Justicar with this spell. Using Justicar after this spell would result in Justicar's battlecry failing, the same way that she doesn't work on Shadowform. However, using Justicar to gain Tank up, then using Expert Training would result in; . In this example, Warlock and then Mage were selected.
The drawback is you only get to choose one target for targeted Hero Powers, so choosing Mage and Priest would result in dealing 1 damage, then restoring 2 health, which would be normally bad (Although could work for Gurubashi Berzerker)
