Finger of Death doesn't do much that Assassinate or Siphon Soul doesn't already do. Only truly large C'Thuns, The Ancient Ones, or combo-ed out Lightspawn are going to survive (or anything with Divine Shield, really). It'd be funny to hit a Wrathguard with, but I think Spell Immunity is a much more interesting card because it does more than 'BIG NUMBERS!'
The huge difference between Finger of Death and Siphon Soul is that Finger of Death costs 1 less. The cost of Siphon Soul is prohibitive. You can see this in how many Warlock decks run Siphon Soul versus how many Rogue decks run Assassinate. And not people able to kill Divine Shield minions is significant, because you can't kill Tirion with it. Also, Finger of Death is like an inside joke for people who played WCIII. Since you don't like it, I guess the appeal may be too limited.
I'm sharing this here again, because I was hoping for more input . I'm fairly new to creating cards and I'm not really sure how the stats and mana cost should look on this kind of card. I modeled the stats similarly to Jeweled Scarab, because it is sorta the same thing, only not really lol. Help? Please and thank you!
Re: Finger of Death - If you're trying to go for the 'kills any non-Hero thing' what about 'Destroy a non-Legendary Minion'? Sort of a backward Rend Blackhand.
It's still strictly worse than Assassinate, but it gets to the root of the effect you want.
I'd go with Meat Wagon, but you could simplify the wording to 'Whenever a minion with Deathrattle dies, shuffle it into your deck.' There's no functional difference between that and making a copy. See Malorne and Entomb.

I like The flavour Finger of Death has, but it seems a bit too much as a power creep (spell?). It's hard to find a new removal mechanic, but I think you're close. The magic immunity is a little meh.
I woudnt go with meatwagon unless you have fitting art. I like the idea behind critical strike, but it seems a bit too powerful? Potentially turn 7 15 damage to face, and if you manage to buff it up.

What is it a Power Creep of? Flame Lance? Assassinate is already a power creep of both spells. At 5 mana, you expect a spell to directly remove a minion, because Assassinate exists. Anything less is underpowered compared to it. It is balanced against Siphon Soul, too, since it is strictly worse. Doesn't always remove the minion and it doesn't restore health. Most people don't really care about the health restoration, so they would be glad to take a direct removal spell that costs 1 less (but can't remove minions such as Divine Shield in some instances and activates on damage effects).

That doesn't fit the flavor of the WCIII ability. I am pretty sure I got it right on the nose. It can't be anything other than doing an unnecessary amount of damage to a minion, because that is what Finger of Death in WCIII did. I don't see why you would prefer your version over mine. What is it about mine that you don't like? This is meant to be a fun card, like how Power Overwhelming has that extra unnecessary text just for fun. It is the same kind of Blizzard inside joke.
Goblin Zeppelin should trigger at the beginning of your turn, like Alarm-o-Bot, so your opponent has an opportunity to do something about it before it drops a 10-mana minion into play on turn 5.
Nurgling, you are getting super defensive about your Finger of Death. It's a cool idea, but it is far and away better than Flame Lance. Yes they are for different classes and less Flame Lance isn't a great card to begin with, but it is still blatant power creep. You can't compare it directly to Assassinate because you are doing damage, not simply destroying it. There's no Blizzard inside joke about large numbers. I like the idea of using that spell, but you'll have to make it more creative than 'fun and better than Flame Lance!' to get people to vote for it.
Because 'deals 20 damage' is boring. Flame Lance and Assassinate are perfectly functional cards. They work in decks and do their jobs. If Finger of Death showed up in the next expansion, that would be perfectly fine. But it's a lot more like Faceless Behemoth than Blood of The Ancient One, does that make sense?
If you want 'deals a ridiculous amount of damage', maybe pick a bigger number than 20? Make it not round, to emphasize that it is just supposed to be 'a big number', rather than something fine tuned. Like 'deal 1337 damage to a minion'.
Or you could follow Power Overwhelming's example and make a destroy effect that is funnily worded.
'Brutally murder a non-Legendary minion.'
'Choose an enemy minion. It dies terribly.'
'Insta-gib a minion.', and mention that it would be animated as the minion exploding into bloody chunks.

I don't understand how you can think that Finger of Death is a power creep of Flame Lance, but Assassinate isn't a power creep of both. Dealing damage is never better than outright destroying a minion (excluding extreme fringe cases like Wrathguard). Please explain how someone would ever want to use Flame Lance over Assassinate.
You also just can't balance against bad cards. No one balances against Magma Rager and Dalaran Mage, for example. You balance against the cards that are balanced. In this case, that is Assassinate and Siphon Soul, not Flame Lance. By comparison to Flame Lance, Assassinate is crazy powerful. Except that it isn't actually OP because Flame Lance is very underpowered.
What if Raise Dead was 'Summon two 1/1 Skeletons for each (friendly?) minion that died this turn'? Might need to cost more, but seems a little cleaner than a 'play only if' limit.

I picked 20 because Finger of Death deals enough damage in WCIII to kill basically anything except heroes. So, this card should deal a lot of damage relative to minion health, but less than a hero's health. Thus, 20 makes perfect sense. And it is immediately obvious as a large number in context. I may seem defensive, because there is no point in making these changes to dilute the card's essence. If you don't like it, that's fine. I have already gotten positive feedback for it, but if it doesn't seem popular enough, I'll try to find something more exciting. No matter what I pick, not everyone will like it, though. I personally highly dislike these changes, though. Simplicity is important, not boring. I want the card to make it's point with more subtlety.

Before I get any other ideas:
They should be balanced I think, although some of them do seem very costly. Are they okay? Are any more interesting than others?
Goblin Zeppelin is by no means balanced. Let me play this minion on turn 5 and see me pulling a Ragnaros, Ysera or something from the hand...

Wailing Banshee seems Really OP (3 mana semi targetable mind Control), but it has the most interesting effect out of all of these
@Chond: It's an interesting effect, but what happens when your opponent has 2 or less creature in their deck?
Anyways, here are the cards I've come up with this week. Let me know what you think of them

Urgh, I don't suppose we're allowed to make text fit with a third party program? The idea I have is literally 1 fricken' 'n' away from fitting.
