To the cards: Heart Strike: Reasonable, very good with Spellpower
Quel' Delar: OP. A 4/4 for 6 mana is already good enough (or too good already)
Val'kyr Warrior: Too good stats. usual are 9 stats for 4 mana (2*mana cost +1). This applies to most minions in general, f.e. chillwind yeti or shieldmasta senjin. And this card doesn't have very good stats (Oasis Snapjaw +1/+1), but also a really good effect, where you choose between an AoE, which is worth 2 mana alone (arcane explosion) or a 2 mana power of the wild (but more specialized). Too good.
Lord Marrowgar: Don't know, I don't like rating legendaries, should be okay though.
Geist: Cleave for 1 mana + a 1/3 body? You see the problem here?
Obilerate: What do you mean by "all other minions"? Are some excluded?
Sword of the Ebon Blade: OP. Not only, that it kills every 1 health minion instantly, but doesn't love durability or something, so just leave it with 1 durability and most of your enemy problem are solved. Too good.
Professor Putricide: Works for me.
Blood Queen Lana'thel: Good card, not OP.
Drudge Ghoul: OP. Bluegill Warrior has the same stats for +1 mana cost. Stonetusk Boar costs the same, but -1 attack.
Plague Strike: Same as Arcane Shot and Holy Smite, why not?
Flesh Horror: Don't know, you get a build in Arcane Explosion, so basically the yeti (4/5 stats) costs 3 mana instead of 4 - but it can't be buffed up.
Death and Decay: I know, that consecration also deals damage to the enemy hero, but that is too strong for a 3 mana card (without any drawbacks).
Death Coil: It's okay.
Bone Shield: Okay for me.

I balanced most of the cards. I didn't change Death and Decay though. It costs 1 less mana than Consecration but does not effect the enemy hero. If it did effect the hero i would have made it 4. But i am not going to change it because it will be too much like Consecration. Consecration can do just enough damage to get Lethal while this card does not.
Hero Power should be: Summon a Random Rune in replace of your hero power.
Blood Rune: 0 Mana: Give a minion +2 Attack this turn only
Frost Rune: 0 Mana: Give a minion +1 Health
Unholy Rune: 0 Mana: Raise a 1/1 ghoul with charge that dies at the end of the turn.
Maybe add a card called "Blood Tap": 4 Mana: Deal 3 Damage to your hero and make your hero power a Death Rune
Death Rune: 0 Mana: Destroy a Minion
Also make the Sword of the Ebon Blade or whatever it is, just the opposite of Sword of Justice, with 1/5 and loose 1 durability for every time the effect happens.

Just the fact that you get to pick damaging or healing for the Hero Power is OP. All others are balanced with 1 or 2 but they all have different effects. Thats why this one is what it is.
I would argue that the hero power needs to be +2 attack, if only because it requires a minion on the field. Great work, by the way.
It's a hard hero power to balance. 1 attack seems too weak compared to some of the other hero powers, but then 2 attack is really good too. It would allow a lot of minions to trade up.

Well some of those cards would have to be balanced *stares at* Shadowmourne. This is very well thought off. You should post this on Blizzard's Forum and see the reaction, with some luck you can turn this into a possibility or at least get the ball moving in the right direction.

E.G Geist, so is basically a cleave for 1 mana and a 1/3 minion. WOOT!!!

I Designed A Card This Week
I have seen this made by many people i decided to do something different. And plus i don't really like the concept of how that works.

I would change the hero power to "dead coil" deal 1 damage to target ally or heal 2 to a undead" And add undead type.
That would be a combination of Mage and Priest and would be to OP

Not realy, mage can damage heros and priest can heal anything. Here you lose the chance of pin heroes for a realy narrow heal.

The axe of the Ebon Blade would come from Thassarian's Deathrattle, like with Ashbringer and Tirion Fordring.

It's a hard hero power to balance. 1 attack seems too weak compared to some of the other hero powers, but then 2 attack is really good too. It would allow a lot of minions to trade up.

1 dmg to a hero and heal 1 from himself (or gain 1 armor, but thats stronger) Thats half war/hunter mechanic.
