It reduces Everyfin is Awesome to 4 mana so you could get it out on turn 7 and summon a 5/5 and 2 3/3s (and buff whatever is left on you board).
Idea: I wanted to make an easy card with no weird effect. The name is adapted to Siltfin Spiritwalker, the so far only Shaman-only Murloc. He is a Guildleader because Murloc Tinyfin looks like a Squire. Other ideas behind the concept: creating a smaller version of Dr. Boom and call him Dr. Murloc and create a counter to the upcoming Anyfin Can Happen-meta. Murloc-decks could be viable in Standard, because the Classic set provides many Key-Murlocs.

Balance: it has a rather difficult condition to trigger, and when Starving Buzzard is summoned in your opponent's turn, it's easier for your opponent to remove it. So even though Starving Buzzard is a 5-cost card, I don't think this will be overpowered.
