It sends something into your deck, that sends ANOTHER thing into your deck. Too slow, unfortunately. Plus, by removing ALL cards you remove spells as well as such your removals are all gone. Fun---but in no way competitive card.
The meta right now is Tempo>Value. Mostly you are dead on turn 7-9 against 85% of the current decks and this card needs you to cycle through your deck 2 times and the the reward still isn't an instawin. It won't see any play.
Well since in arena you haven't that good carddraw its possible that you won't see the shuffled cards. It's still better choice than Lorewalker Cho or Nat Pigle
wait before you think its too slow. its a 4 mana 3/5 that already contests early game creatures such as shredder and all of the popular 2 drops. then it gives you a 2 mana cycle which isnt to bad, which then gives you a chance to outright win the game.
not to mention this card HAS to be the best legendary for f2p players. if this legendary is in say the 1st or 2nd wing you could unlock it in your first day, and build a f2p deck around drawing cards to get this combo going. it sounds fun at the very least. but i think this card has a high potential to be very, very overpowered, and i like it.
normally a deck full of legendaries would be bad and to slow but thats what the 4 mana 6/6 taunt is for. im thinking of a midrange ish druid deck that runs this card and a little bit more cycle than usual. you could win with normal druid ramp shenanigans, but also if your against a heavy control deck and your running out of steam, BOOM golden monkey and gg your whole deck is full of insane cards. and imagine getting a varian that brings out 3 more legendaries
Too slow. By the time you get to the golden monkey, you'll have little to no cards left to turn into legendaries. Maybe it will be in control warrior but that's being optimistic.
Well ben brode did say that he liked making cards awful cards that taught new players card value. So to me this looks like the legendary of Magma Rager.
On first look it seems very slow and gimmicky, especially since Blizzard has painted itself into a corner by enhancing quick aggro so much that attempts like these seem largely irrelevant. On second thoughts it might see some play, besides simple fun, in a slow deck like control warrior or one that benefits from spell casting like tempo mage.
These are of course immediate thoughts. Let's remember the prediction fails of Mysterious Challenger (although I don't think it will be like that at all): https://www.youtube.com/watch?v=oWpHQi8OAKI

Aviana druid inc!
Blizz proving again they don't know how to make cool cards that are actually viable.
The only decks that could hope to use this would be mill/fatigue decks. Unfortunately neither of those deck types are all that viable competitively.
This card will be auto-include in Control Warrior.

Golden monkey will see some good trolden videos and nothing more.
Seems interesting in mill rogue and divine favor super-cancerous paladin without dr.boom nor tirion.
Trolden looks forward to this.

4/10
Could be a thing for non dragon priests. The highlight reels would be hilarious to watch too lol
