If you use or want to try out inspire mechanics decks then I would craft him. I love the inspire themed cards so I've got Justicar and him locked down and they are fun to use with boneyard and medic. Plus, I have noticed that my early inspire cards drawn out silence so that when I play Saraad on 7 or 6 with coin and inspire that they are stuck - and I get another spell or two before he is removed.
If you like experimenting you probably shoul craft him) Hopefully, I opened one from pack and build some decks with him. He is definetly fun, and I agree with Ateriel that he could win you the game. It's really awesome to find some crazy synergies between spell you get and your class cards. It could turns very-very weird and cool way to play.
If you like experimenting, then yes i guess. If it were me, I wouldn't. I find it unreliable, the way i see it is it's just a 7 mana combo for an RNG spell.
I like Toshley better since he's consistent and has good stats

i been running him in cw, he either gets drop on curve to bait out a silence or removal or he gets drop mid to late game and add extra removal to my hand (i have admit to getting savagery before, but i do have a weapon...)
So far played him with mage and control warrior. playing mage he died and triggered my Effigy and gave me a Sludge Belcher. then my enemy killed that and triggered my next Effigy and gave me another Nexus-Champion Saraad XD and on top of that i inspired myself an Ancestral Spirit which i promptly played on him. so many fun possibilities.
Thalnos is instrumental in freeze mage, great in rogue, good in shaman and underused in many other decks. He is the safest craft for sure.
IMO toshley is one of the most underrated cards out there, compare those stats to Saarads...
However, Saarad will give you more crazy situations and is the most fun of them all.
I crafted Saraad, mixed feeling till now. I cannot say that I regret it, bc I want in the end a full collection, but I think I was a little too impulsive in my decision :)
If, as you said, you have all important legs, then just go for it. Hell, I crafted saraad, even rhonin and gormok just because I want to play them. They are fun cards. If I have nothing else to spend my dust on, then sure, I spend it to craft cards I want, even if they aren't top tier. Just do it.
Point is, these cards don't need RNG to be good. They're good on their own, just a little out of play at the moment. On a side note, though, Saraad seems fun. I also don't have him. Some interesting and crazy stuff could happen with him, and he is used in some decks.
I'd go for it, If you already have the essential legendaries then next phase is tech/complimentary/experimental legendaries. For me it's a toss up between him and thalnos. Thalnos is a must have in Rogue decks and a nice addition on damage spell heavy classes like Mage and Shaman.
Cenarius is nice to have but not a must have for Druids in current metta.
Tosh has seen play on Mech, Tempo mage and some unconventional/fun decks that have cheap spell synergies.
Thalnos just isn't that good anymore. A lot of decks now drop crazy shit like a 2/4 taunt on turn 2. What do you do with your 1/1 then? He's ok in combination with Arcane Blast or maybe Lightning Storm but I wouldn't use him in any other deck. I really haven't seen him much lately.
Saraad I think is a bit underrated, and played in the wrong decks. In Tempo Mage he's a bit slow, you'll want a more controlling Mage deck with secrets and taunts that can keep him alive.
I also keep advocating to use him in druid (Although he keeps giving me Savage Roar and Mark of the Wild there).

Guys, is it worth it to craft Saraad ? Yes, I have all important legs, missing only Cenarius, Thalnos and Toshley.

Its an RNG legend. Wait for a lucky chance to open it.
