This is the card that everyone was expecting would be in the set, except not a 3 mana 2/2. That extra cost on the body can be factored into the cost of your hero power, basically you are paying a 1.5 mana investment similarly to Far Sight so that you can get 2 free mana later. So you better be getting some serious inspire value from that hero power to make this worth it.
The possibilities with this card are amazing. Drop this turn 3 or four, then just wait for turn six, play fizzle bang and tap. Or, drop Saarad and Hero Power. This card negates what everyone has been saying about having to add two to inspire legends... you just have to have the patience to not use your hero power for a turn or two.
