Seems too situational and doesn't leave a large enough impact. Quick Shot works because it always deals 3 damage and can draw you a card, which is arguably better than dealing 2 damage to the enemy hero.

I looked at this card originally and I thought, you know, it's a card, and you play this card. The card will be that card that you play so you're playing a card. So, it is one thing to play a card. If you're opponent doesn't really have any cards, the card will screw up the card pretty hard, and that means it's a pretty good card.
You can play this one, or even two, with Garrison Commander late game (and the card you draw that turn to empty your hand if it is cheap) and do 8 (or 12) damage to the face that ignores taunts (plus the another card). Two Quick Shot plus hero power also deal 8 damage and are cheaper, but they don't leave any board presence, although you draw a card, so who knows..
It has potentials!! Comparison with the Leper Gnome and due to the fact that the inspire mechanic can be used more times vs the deathrattle seems that at least it would be tested in Hunter decks to be evaluated.
