2mana for a 2/3 that has a huge potential if left on the board is FAR from crap. It might be a bit unplayed but the potential is there. Troggzor and Dragon Consort are far from crap cards, I don't know what you are talking about. If for you every cards that are not an auto-include in every deck is a crap card, then fine, this card will be crap then.

His effect doesn't require synergy but we need other cards that synergize better with whatever the deck we are playing does do.

The fact that the best defence for this card is "you just don't get it" says it all really, not a single scenario presented in this cards favour will ever be consistent. Well other than it always popping out your own Shredders that is.
Hard to say it's better or worse than Wild Growth. Wild Growth has a larger loss of tempo but higher risk/reward since it cannot be removed. There is a HUGE downside f you don't get It out in the first few turns it quickly turns into a bad card with tempo loss that you won't recover. (Paying 2 mana for 4 mana spread out is a bad investment when you consider the tempo loss you gave up to do it, and past turn 10 it turns into a strictly worse than Far Sight losing two mana to cycle). This has less upside but always gives you 2 mana worth of value. I think competitive players who want to lessen risk may run this over Wild Growth.

In an aggro meta this buys time as your opponent wants to remove it, or you keep the effect of left to be silenced or Tinkmaster Overspark. In a control meta is forces your enemy to take time to deal with it, so you can still ramp up with a wild growth and not lose out because your opponent got to play a minion themselves like an Armoursmith. It would also deny desirable slow plays such as Shield Block or Ice Block.
Silence your own 2 drop or . . . . hope it gets Tinkmastered . . .
I'm also pretty sure any control player will gladly take the chance to kill your ramp.

Wrath probably, assuming the opponent has made the mistake of putting something on the board that could be a threat or the hand drawn is not too strong. 1 damage and a card draw is nice and 3 damage is almost certainly a removal.
