I say Ysera. Sure Alex can be a win condition,or some extra health if you are getting your butt beat, but the dream cards you get from a properly protected Ysera can completely change the tide of battle (not to mention you can turn her into an 80+ damage beast with a priest deck).
If you somehow can abuse enemy HP being set to 15 (like have two giants one turn, then Alex, or have bunch of spells to damage face), Alex is good.
If not, Ysera. Be warned, that Ysera is REALLY SLOW. It's only good against control, and maybe slow midrange, when both of you are running of winconditions. And priest can steal Ysera with shrink+cabal. Against aggro Alex is probably better, as you can heal yourself.
Yes Ysera is slower compared to Alexstrasza, and for it to be effective against aggro decks, it needs proper protection, like a Deathlord, or Sludge Belcher alongside it. That being said, it does have a lotta advantages over Alexstrasza - first off, that Shrinkmeister - Cabal Shadow Priest/ Shadow Word: Pain is a 'combo', hence situational. Ysera is immune to both Big Game Hunter and Shadow Word: Death, two of the former is run in almost every deck nowadays, and any priest deck worth it's salt will always run two copies of the latter. It's also immune to Lightbomb, unless someone Inner Fire's it. Also, Ysera compounds your card draw, so every round, you will in all probability get something to keep you alive and deal a lotta damage simultaneously. So in my opinion, Ysera is a better craft than Alexstrasza.
As far as I understand, the question is not whether Ysera or Alextrasza is the better card overall (which is pretty easy to argue about endlessly), but is the better card in a "Dragon Control Mage". I do not know the other cards of the deck, but when I hear "Dragon control mage" I do think of a mage who utilizes his frost- and fireballs to remove minions (not for face) and uses hungry dragon, blackwing corruptor and all the other dragon synergy cards. In such a deck, I think Ysera is the better option since her dreamcards can be very useful whereas the damage/healing of Alextrasza can be a nice bonus, but does not seem as useful as the dreamcards. But finally, all comes down to the actual deck and gameplan you have.
It depends on what exactly you want it for. If you want it to only be for the Dragon deck, definitely craft Ysera first. You generally don't need to get your opponent's health down and you've got other ways to control the board and keep your health up. Ysera is a massive advantage late game and provides constant fuel during the late game, with crazy cards like Dream and Emerald Drake. Also, as someone already mentioned, Ysera is untargetable to most common hard removal (Big Game Hunter). This being said, if you want to use it for other decks, Alexstrasza is better, since she is almost essential in Control Warrior and Freeze Mage. Again though, if you aren't playing Control Warrior or Freeze Mage, Ysera is arguably better in Control Priest, Paladin and Druid. So it all depends on the situation.

I'm currently trying to make a dragon control mage, and Ysera and Alexstraza are the two missing cards. Which one should I craft first?
Perhaps Alex as she could be a Winning Condition.
