1) Doesn't immediately affect the board. 2) Gives your opponent a mid-game advantage with the bananas.
I want to explain #2 a bit. In the immediate sense, it's an advantage for you because the bananas cost (1) and won't allow your opponent to play on-curve for the time being. Unfortunately Mukla doesn't really do anything (due to #1) so you need two full turns and minions to kill for him to 2f1 your opponent just to balance out him 2f1ing you with the bananas.
I would only ever consider running this card in Hunter because it's a beast. It's even bad in Arena.
I'm a fan of the Mukla, In pure aggro he's very beastly - usually requiring a full turn of your opponents early tempo to shut him down or shut him out. He isn't consistent though, very much less so than a lot of other cards in that price bracket, so if you're low on commons/rares that you need to build up a solid deck he's probably worth dusting.
IF you plan on playing a straight up GO FOR THE FACE deck at anytime he'll fit in just fine, it just requires complete board control the turn you play him.
King Mukla can come in handy when paired with big game hunter. Ive used him and seen the enemy buff a minion up to 7+ attack with the bananas and thus made an easy target for big game hunter. Ofc this is kinda niche but they often dont see this coming.
Dropped one today, debating on dusting him for some needed commons and rares, or keeping him for an aggro deck of some sort.
He's bad.

It if he has no minions to buff it is very good keep him around not good in this meta but soon
Turn 3-4 Mukla and Houndmaster. Best mid-game combo on hunter. :)
He's very good in hunter, just make sure to clean 3/2 (or larger) minions before playing him.
He's also used in mill/fatigue deck for trolling purposes. :D

It's a joke, like 90% of the other legendary cards. That's why the meta is so stale, and so unfriendly to new players.
You have the same couple dozen cards that are used in most decks.
That's why you're a boring player. Try to make new deck, come up with new ideas.
