Let me just start of by saying a 7 mana 8/4 is unacceptable. I mean, a Core Hound is better than this card and It isn't even a common. Let me put this in perspective with Big Game Hunter.
BGH: 3 mana for a 4/2
RB: 7 mana for a 8/4
Basic Math says that BGH is better stat wise
BGH: Can kill any minion over 7 damage
RB: Can only kill a Legendary minion IF you are holding a dragon.
Moral of the story: Stick with BGH
In Hearthstone, a full on Dragon deck hasn't been made because basically every dragon costs 7+ mana and there are usually less than 2 dragons in a deck if any at all.
Now, lets assume you did have a dragon and RB in your hand.
Well you better fucking hope that the 10/10 minion your opponent just buffed up is a legendary, or your screwed.
However, With a BGH you CAN destroy that minion regardless of its ethnicity and still have enough minions to scratch your balls in peace at the end of the turn.
I am extremely disappointed that Blizzard just decided to shove a dragon theme down our throats with:
1. Basically every (good) dragon being a legendary other than a few from blackrock.
2. Basically every dragon costing too much for you to play RB and a Dragon in one turn.
Emperor Thaurissan: Very Good legendary.
Majordomo Executus: Blizzard's Late April Fools joke.
Rend Blackhand: I've actually spent time debating whether RB or Millhouse is the worst legendary in the game, and that's saying something.
I hope to God that the rest of Blackrock isn't as disappointing.
If the meta becomes really, REALLY slow, you can use him to kill non-BGH stuff like Tirion, Ysera, Thaurissan, Kel'Thuzad...you get the idea. Basically, it's a situational tech card that can potentially swing the game in your favor. Of course, against any remotely rush-y decks it's completely useless, but hey, so it BGH.
BGH can be dropped for an early body to trade with against rush decks. At a 4/2, he's going to be able to clear the latter part of early/mid game cards or at the very least eat an opponents spell.
I don't think he's quite as bad as everyone believes. Will require some play to see its real worth. He offers reasonable tempo and card advantage in exchange for a weak body, but even that is enough to trade with another card. It's ironic though that BGH is the best answer to him.

It is just a theory but I think the reason why Rend Blackhand is "underpowered" is because of the Big Game Hunter. Big Game Hunter wins games and has shown Blizzard how strong the effect is. Rend Blackhand could have easily been overpowered. Instead we are left with a card that seems to be lackluster.
It will be used as a tech card and in a control meta it will see play. It is nowhere near as bad as Millhouse or other crap. The best dragon deck will be very likely paladin. They have no direct removal and has no answer to Ysera, Malygos and other big minions which dodges BGH. It is terrible against aggro, but still, it will be used.
Any expensive card that requires two conditions to be met in order to be effective, is bad. You can get a legendary kill every 10th game or so, but most of the times you are going to pay 7 for an 8/4.
To be honest those times when it was used against me it was a huge game changer. Also, in a meta where we're seeing Ysera a lot more it might get some great value

This dude knows what's up. The thing with Rend is you DO in fact kill a legendary AND it's in the opponents best interests to handle the 8/4 that hit the field. It obviously doesn't fit in every deck. Why would paladin use that card if they have endless amounts of control options available, but take Druid or Rogue for example, do you force savage/naturalise a KT or 4/12 dragon or would you rather pay 7 mana and have a huge body on the board?
Depends on how easy is for druid or rogue to splash dragons. Currently I haven't seen any such deck that has the capacity to run dragons and perform well on ladder.

There are 3 viable dragons in the next 2 wings that will make dragon decks way more viable.

Rend is definitely underrated. If you're getting hung up on how bad a 7-mana 8/4 is, you're probably the kind of person who would look at a 10-mana 1/1 with "Battlecry: Win the game." and say "10 mana for a 1/1? Unplayable!"
Well, a scenario where my opponent plays Tirion or Ysera, i play Rend Blackhand and he uses Big Game Hunter to kill my Rend is a pretty good one. Control decks can use him. It's not the worst legendary in the game. It's not that bad of a card. In a dragon oriented meta (which i don't see happening) it will be actually very good. In the "face" meta, not so much. I really wish rush decks would stop working.

It would be cool if it was 6-7 mana, maybe with a slight decrease in stats. That way it can at least be an out to Loatheb or Emperor.

People are seriously underrating this card, it's decent at it's worst.

It's far from "doing well" currently tallied at 91 w 109 l but it's definately not Rend's fault =P

How many Legendary Cards can Rend Kill that BGH cannot kill? I am finding this card quite effective so far.
