Amusingly, I just watched a livestream match where someone tried this. You can't attack with something that has 0 damage value, so you'd need something to buff them, a swordsmith, or an ability of some kind. Which helps explain why the totems are as cheap as they are, I suppose. Otherwise, they'd be a bit out of hand, in my opinion. Be that as it may, there are some taunters that don't have any attack, but are durable, and cheap that I like. Shieldbearer is a good example.
It does seem a little counter-intuitive that having a 0-attack useless minion on the board means you've lost a minion space for the rest of the game. This is particularly true for heroes like Jaina where you can't even really buff the minion to turn it into something you can attack with.

There are very few 0 attack minions that you will wind up being "stuck" with though. Mage can't even summon any besides neutral minions and their mirror images with taunt. which the opponent generally has to deal with and if you're completely desperate to free up a minion spot you could use your hero power to destroy them. The class that needs to look out for being "stuck" with something is warlocks and their Demonic Portals. Once you have 10 mana crystals they're really not very useful anymore.

You do have a point with the mage, though it does seem like a bigger drawback to have to use your hero power to pop one of your own sheeped or hexed minions...but it's not that big a deal.

Summoning portals are actually really useful late game, they let you get out to big minions instead of one per turn
Can minions with 0 attack swing at the hero?
No, they can't. Same thing with heroes, they can't attack unless a card gives them damage.
I wish you could so you could trigger secrets with them, but it does make sense that you can't

well i don't like much 0 attack monsters usualy they are just delay waste of space, only good for priest who can copy health to atack
If a minion with 0 health has his health and attack swapped does it die?
yes
They can also be used as fillers, to lessen the cost of cards like Sea giant

They cannot swing until they gain attack.
