Hearthstone has a lot of great legendary cards, Dr. Boom, Sylvanas, Loatheb, not even counting awesome class legends like Grommash or Antondidas. But as my experiences opening packs proved this game also has some really shitty ones, the poll includes what I feel are the most useless and under powered legendary's in the game, it's entirely possible that I missed one or that one shouldn't be on here, feel free to tell me if you disagree! My personal vote is for Hemet Nesingwary, poor stats for his cost and a truly awful effect, the only point where he could be good is if Beast hunter get absolutely fucking ridiculous.

Would go for Hemet as well. All other cards have some benefits even if situational or at least a strong body. There are not that many beasts around which you would feel like the need to snipe them. Who knows, maybe someday when Gahzrilla becomes meta he'll be your best friend.
Please take out Deathwing and put in Lame Leviathan instead....DW is at least playable and gives you a chance to comeback AND it is the biggest minion in the game...show some respect lol.
Deathwing and Illidan shouldn't be on this list. Deathwing can single-handedly win games, best top-deck ever. And Illidan Stormrage is useful in demonlock decks. Please add Flame Leviathan to list; it's just garbage. It would get my vote. As it stands Nozdormu gets my vote since the effect is useless. Lorewalker Cho should also be on the list too...it is very very niche if at all useful.
Deathwing imo doesn't belong into this list at all. Sure, it doesn't fit the current meta, but against slower decks (for example in tournaments) he can often be absolutely devastating and game-deciding.
There are enough legendaries that are basically strictly just fun cards, like Lorewalker or Mekengineer to fill up his place.
Leviathan, while not particularly good, imo also has enough potential to be decent enough in future control mage decks to not be considered the worst legendary.
Besides that I think that Hemet and Millhouse should share a flat or something... worst and most situational Legandaries in the game... what a waste of that precious dust
i went with hemet, not only because he is bad in general, but they passed up the option to make him a stronger big game hunter. a bigger game hunter if you will (that would probably be broken yes)

My vote goes to Lame Leviathan.

DW is playable and played. Mogor the Ogre is not that bad too. Mimiron's Head is hard to make it work, but a Rogue can put it into a common mech deck and hope for some magic (I do it).
I think that Millhouse Manastorm is the worst minion in the game simply because it can lose your game at turn 2.
You think Nozdormu is bad untill you get him out ofConfessor Paletress against a Grim Patron and then you just get your mind blowned, for me Millhouse is the worst hands down, alongside Hemet, wich is a shame because they are both very cool Warcraft characters.
I would have to go with Milhouse over Hemet simply because Hemet mostly ends up as overpriced card when it comes to mana and has potential to be usefull if there would be beast heavy meta with huge minions (and blizzard is trying to go there with beast druid cards and hunter legendaries). On the other hand the chance that Milhouse will screw you over is just too big since it is not "the first spell casted" but all spells casted next turn. Because of that opponent often ends up casting several spells at once and you lose tempo by playing that card.
Additionally it is often unplayable when you get him from unstable portal and It might be one of the weakest minions to get from Sneed's. Only situation you are glad to have him is when he drops from shredder
Currently I can't see how to use King Mukla. I consider him pretty bad as he's pretty easy to counter and you just lose tempo off him. Am I wrong?
Mukla is a staple in Aggro Paladin. He's a huge body on turn 3 that onto a board you have control of or onto an empty board is a massive amount of tempo. It also gives them extra cards which you WANT them to have for divine favor. Even if they use them the next turn that's mana they might have used on another card. But that's not even usually an issue, as aggro paladin usually has early tempo so the only way they can even use the bananas is to summon something then buff it, which means it's probably dead before they even get any real benefit out of it.

Hemet all the way. Ilidan and Deathwing are actually decent.

Maexxna is also pretty bad..
the effect is nice... but 6 mana ? cmon.....

why is hemet even a legendary?? the card should be an epic at best, maybe even a rare, its just that bad. situational effect and terrible stats.
Rend Blackhand

well... true.
But even Millhouse is not that bad in Arena... but still... if you go for Maexxna or Millhouse the other choices must be bad

Wrong. Millhouse Manastorm can lose your game on TURN 1. (Innervate into him)
T1- Innervate, Coin, Astral Communion
T2- Deathwing
T3- GG
Seems Legit

Where's Nat Pagle? or pretty much all the legendaries from Goblins vs. Gnomes?
Rend... is actually quite useable.
It feels like most of the TGT legendaries are garbage. Acidmaw is a really pricey 4/2. Bolf Ramshield makes me shudder.
Seriously, I'd rather have a Nat Pagle.
