This just bugs me. Can't really find any rationale behind Captain's Parrot being a 2 cost instead of a 1. I can think of a few 1 cost ones that could be borderline 2, though (looking at you, Leper Gnome)
Like alex said it's a novice enginnger but also it has synergy with a beast as well as you know it draws a minion/pirate. I agree it should be 1 mana for it is an epic and would make the card actually "viable"
Basically it is the same reason that Novice Engineer is also a 1/1 for 2 mana. It draws a card and puts a body on the board, the difference is that it is a beast so it can benefit from beast synergy and you can predict what card you draw (any pirate that is in your deck).
It is novice engeener, but draws more specific card. And you are working for specific pirate synergy you want this pirate, especially for this canon drop.
From the other side: moving it to 1 mana, just to see if it changes the meta, and makes pirate decks viable is some of option.
Making it a pirate instead of a stupid beast would give it a boost.
There are plenty of 1 cost cards that draw a card in addition to their main effects, and they do so without being limited to a specific pool of cards (granted these are all spells or deathrattles [and I'm of the personal opinion that deathrattle effects tend to be undervalued when they budget cards], but point remains).
Unless it is somehow felt that being limited to only pirate draw is an -advantage-, and especially given that its an "epic", I'm still not seeing it as being budgeted properly.

It is a terrible card. There are no pirates worth wasting a card slot on Captain's Parrot, not even Captain Greenskin. I can't think of any deck where you would want to add in Captain's Parrot just to give you two times the chances of drawing a particular pirate. The fact that it is not itself a pirate only adds insult to injury.
