I am not sure if Dr. Boom is OP, but it is certainly very strong. However, its presence has completely killed War Golem. Both are 7 mana 7/7 neutral minons. But Dr. Boom is far more superior than War Golem as Dr. Boom summons 2 minions that can deal random damage, which is very annoying. Moreover, the two minions summoned are mech which can have synergy with other cards.
I believe no cards should have superior than another. It is acceptable to have OP class-only card but the idea of Dr. Boom and War Golem is outrageous. 1. War Golem is not strong, and now there is an alternative that is 100% stronger. What is the point of having War Golem at the first place? The only strength War Golem is that it is not a legendary and you can put 2 in a deck. But it is garbage and noone wants even 1 of them. 2. This game is pay-to-win but it should not be. The introduction of Dr. Boom has solidify the concept of this game being pay-to-win. In my opinion, players should be award by paying more. They can be awarded with more varieties and cool-effect. Free-to-play players though has less varieties, they can build a competitive decks or even reach legendary. However, the introduction of Dr. Boom has weakened the argument a lot. 3. War Golem is not cards Angry Chicken that exists only for fun but has no competitive use.
War Golem is weak and it deserves a buff to make it viable to play. Besides War Golem, there are a lot of weak cards that deserves balance fix like Raid Leader or Ironforge Rifleman to make the game has more varieties without harming the balance. Instead of introducing more new cards and nerfing the popular card, why not buff the extremely weak one?

I can certainly see both sides of each arguement, but there's really no direction you can go with either card in terms of a nerf or a buff. You buff War Golem into a 7/8, then you make him more unbalanced in arena, if you nerf Dr. Boom into a 6/6 then in turn you are buffing him, because he can't be removed by BGH. You increase his mana to 8 then you negate the entire purpose of Dr. Boom filling that 7 drop gap. New cards make old cards better though, there's no telling that a card in the next expansion may make War Golem more viable, such as making him into an archetype of some sort.
One nerf I can certainly see for Dr. Boom, is nerfing the bombs to have a chance of hitting you or your own minions, but at the same time, then Dr. Boom becomes more of a liability play and gets rid of the purpose of him being a 'good' 7 drop.

I agree with the issue that the OP brings up in that it's a design boundary not previously crossed (not including class cards of course).
People saying that the boom bots are not necessarily an advantage is an exercise in absurdity. It's like saying Cairne isn't better than Chillwind Yeti, because if the enemy top decks mind control with no other cards in hand, then having Cairne then you're probably worse off than if you had a Yeti on the board.
I'd rather them buff War Golem (amongst other cruddy 7s) than nerf Dr. Boom, just because the 7 slot is fairly barren, especially amongst neutrals. If they made War Golem a Beast or Mech it could help a tiny bit. It'd still never be played in constructed at the moment, but in arena it'd be a tiny bit better. Alternately they could improve War Golem to a 8/7 or a 7/8, 8/7 would let it trade favorably with the likes of Alex and Rag.
Either way such slight buffs to War Golem still won't push it to the point where it'd be picked in competitive constructed decks. I mean, Malorne is a 9/7 for 7 Mana (yes I know, class card) with a decent deathrattle, and it isn't meta-changing either.
Cairne is not necessarily better than yeti (I'd even go as far to say it is worse right now), and not because of Mind Control obviously, but because of the mana cost. Mechanical yeti is an often played card while Cairne is bad right now, so you made a bad example to prove your theory. And the boom bots are not necessarily an advantage, nothing absurd in this. There are many ways you can play around them because of the battlecry which in itself makes comparisons between the 2cards bad not to mention the difference in the rarity.

Now I have a deck that utilizes 1 less War Golem and 1 more Dr.Boom without even thinking for a couple of seconds because it has THE SAME STATS for SAME COST with an UPSIDE. If my deck was utilizing 1 War Golem I just put War Golem 2.0 instead.
Dr.Boom makes War Golem obsolete. This is called power creep.
Before this all those INSANE VALUE CARDS were filling the niches (f.e. Undertaker).
Most relevant suggestions: 1. Make War Golem an 8/7. Justification: now it is not strictly worse than Dr.Boom, it trades into Rag, Dragons and Giants. 2. Give War Golem taunt. Justification: now it is a reasonably sized lategame taunt that fills a niche only Druids could fill. 3. Make Dr.Boom a 7/5. Justification: now its main body is more fragile but just as threatening. It is no longer a War Golem 2.0. 4. Migrate to CCGs where devs care about power creep.
It's not power creep. Because Boom is a legendary, you can only have one of them. Because War Golem is not, you can have two of them. Two War Golems is greater than one Dr. Boom, regardless of the bots.
Is war golem still a bad card? Yep. Very bad, except in Arena, and nobody played it before in constructed and nobody played it after. However, it's not power creep - they are not strictly comparable. The only way it can be actual power creep is if there was a NON-LEGENDARY 7/7 for 7 mana with a benefit.
It's not reasonable to think someone will play two war golems. It's not even reasonable to expect someone to play one. However, it's not power creep - it's just a bad card - andd Blizzard is OK with bad cards. Some cards are bad, some cards are good. Part of the game - a major part, in fact, and it's proven by the existence of this very site - is deck building. Part of finding out how skilled you are in a game is knowing what cards to use in your deck to build with. Avoiding cards like War Golem is your job as a skilled deckbuilder.

If Mechanical Yeti was to have an effect that allowed only you to draw a spare part on death would that be considered a power creep and make Chillwind Yeti almost obsolete? Yes it would, why would you play a 4/5 when you could play a 4/5 Mech that had a lot more combos related to it and had no downsides as it is much more powerful than an original card?
Now obviously Mechanical Yeti isn't superior to Yeti due to the downside of giving both players spare parts and that can result in your opponents favour. Lets just say that Dr Boom was a 6 cost 6/7 with the exact same effects, would you prefer to play Dr Boom or would you play Boulderfist Orge? Well the answer is obvious since Dr Boom would have additional effect that can combo well with our mech based cards, sure you can only have one copy but if you had a choice in to pick one of them, I am sure you would have picked Dr Boom. The point being is that making cards like this gives you no reason to stick with old cards. A perfect example of this came from Pokemon, where they keep making cards more and more powerful making old cards almost un-usable now not saying that War Golem was usable in the first place. I just don' think that cards should surpass each other in terms of stats to render it completely unless it is a class specific card.
Now people can say that Dr Boom makes it easier to use cards like Mind Control Tech and it is still exposed to BGH in terms of its 7 attack, Cabal can steal one of the Boom bots and use it against you and so forth but what are the benefits it can give? Well for one you can combo the boom bots with a lot of mech based cards such as Tinkertown Technican, Mimirons Head etc.... War Golem has no combos related to it that Dr Boom can't receive. Most of the benefits of Dr Boom outweighs the disadvantages. I mean why do people find Boulderfist a good card? It is because there is not another card in that slot that can compare with its stats, the closest one is Toshley which is a 5/7 for 6 but imagine he was a 6/7 for 6 that would mean no reason to play Boulderfist anymore, as Toshley provided you with a benefit that a neutral card couldn't give.
Point being that nerfing Dr Boom would not be an option as it is not exactly overpowered or extremely meta changing but to consider in future to keep old cards that don't really have any synergy at least a stat higher or a bit better. If Dr Boom was a 7/6 instead of 7/7 I feel he would be more 'balanced' in this scenario as that means that War Golem wouldn't die to cards such as Fireball or get taken out by 6 attack minions like Iron Jug, Boulderfist etc....

I don't disagree that any of these buffs to War Golem would be unreasonable, but Blizzard has been fine with War Golem since launch and no change has ever been needed, so there is absolutely not reason they are going to change a card that they have viewed as perfectly fine the entire existence of the game just because one legendary is now more powerful.
Making Boom a 7/5 is a bad idea, 7/5 is not a good body for 7 mana, it's not even a good body for 6 mana, as I'm sure you've noticed by the rarity of Illidan in any deck. Dr. Boom is supposed to be a 7 mana legendary that people want to play and he is currently that legendary and he's not overpowered the way he is.
I thought that when GvG was released, they would've made War Golem a mech like Harvest Golem? I know that doesn't really solve much, but at least give it a little synergy with the new cards...
Other than War Golem possibly becoming a mech (which I'm not sure about because he looks like he's made of rock in the picture), it should not be buffed. War Golem is a neutral basic card. Dr. Boom is a legendary. You can only have one of each legendary in a deck, meaning that they naturally would be more powerful than other cards. War Golem is still an okay late-game card to get in arena. Dr. Boom is of course much better, but the chance of getting him is very slim.

And let's not forget that the 2 bombs get you close to the McTech danger zone, while with the War Golem you're much safer.
