I see a lot of people playing this in game and it says it's rewarded upon opening a new pack of the upcoming expansion so how have people done this? I assume people are pre-ordering the bundles but how do they then open the packs?

I don't know, i didn't preordered it and i found it in my collection anyway. But i didn't received any notice that the card was added into my collection. Try to search for it into your game collection, maybe you have it without knowing it.

I looked at my collection yesterday when I saw people playing it and it wasn't there. I've just checked again now and it's there!

Everybody gets that legendary for free before expansion. You just need to log-in once anytime....

 Yes but blizzard states it'll be rewarded upon opening a new expansion pack and when logging in nothing was awarded like previous free legendaries hence my opening question. Bit strange to just stick it in the collection without any notice 

Did you login to a different region first? It says in the notes the login reward can only be claimed once per account and then after that you get it from opening a pack from Pip when it releases.
