The simple answer is blizz got really lazy with development this expansion and haven’t tested anything because they don’t care about a good meta, but that doesn’t make sense.
A card like this one doesn't need any testing and it's OP on purpose. It's as clear as crystal, there is no doubt it.

I think we are on the same point. They aren’t testing anything, they are making obviously busted bonkers stuff and then “filler” that occasionally ends up busted because it’s stronger than they thought.
Here’s the QPwn theory… Mr. Smite was made to ruin the meta so that more people would play mercenaries and spend money on mercenaries so it looks like more of a success. Same reason Diablo is in battlegrounds. Follow the money…

No. This answer to too repetitive now. We cannot always think that they are ******** monkeys not able to think or test.
It is since the Descent of Dragons (with Galakrond shaman) that their behaviour is always the same. And it is: card design with pack fillers and obviously broken things to make people buy than nerf the broken things within the first 3 weeks after the release (and it is a nerf in hell that force people to craft other things).
They are not monkeys not able to test are marketers that are using a scam strategy, this is worst.

Honestly, didn't want to start a pointless internet fight right now, so I was a bit worried... :P
I honestly think Mr Smite would be ok without all the crazy mana reduction going on. Also shadowstep+the pirate that borrows your weapon's attack can be a problem. For warrior, it's solid but not unbeatable.
A legendary card that is played in quite every class we know from the past that it is not good and it will be nerfed. Because the game becomes boring. Very few cards break this role (Dr. Boom and Ragnaros for example at their times).
If this card also allow OTK and it can be generated outside your deck due to his tag (pirate), we know from the past that it is easy nerf in hell.
OK if we're to come with at least one positive thing: The card encourages us to play taunts and removal instead of just burst and draw.
Maybe the mage nerf will give us better control options since we now have the control killers moved back and the aggro-ish fellas up front. Could have been the thought that justified this card design maybe?
Probably the worst possible time they could have printed a charge minion in such a combo heavy, mana cheating meta. Especially one that combos with other pirates. Smite is warping the meta and not in a fun way, it feels pretty shit to lose to
-Pirate warrior can sometimes randomly generate smite off the boat and kill you from an empty board, or give charge to whatever the boat summons. You sometimes take 15-20 damage out of the blue with high attack weapons.
-Quest DH is more efficient than ever to complete and uses the draw attack weapon, smite+bloodsail raider to deal absurd damage from nowhere.
-N'zoth is suddenly hyper viable it now reads "deal 14 charge damage" with smite and two amalgams.
-Weapon rogue with pirates now dealing silly damage with smite+raider.
-Heck, even celestial druid is now way better with using germination to OTK people

Well as long as it doesn't drop out from the juggernaut it's not THAT crazy in standard. I have a decent WR so far against them with deathrattle hunter. Gotta love them parrots
This is my exact frustration with this card. If the juggernaut summons this it's basically game over. Pirate quest warrior is my most commonly faced deck so I've experienced this a good number of times already.
The card goes against their updated design philosophy and redesign of the core set. They straight up said charge is unhealthy and will see limited if any printing in the future. So let's just give all pirates charge including itself.
I was Priest sitting comfortably at 28 health and a clear board, guy gets Gorehowl and Smite from Juggernaut; plays two Bloodsail Raiders and Smite from his hand and hits for 37 from nothing. Not the funnest way to lose a game imo.
easy fix, juggernaut summons a random non-legendary priate! Anyone with half a brain cell can see this card will be a problem, as charge has ALWAYS been problematic.
Read here stupid design team that wants to "remove" charge from the game since Patches and Leeroy then adds this toxic shit.
