A minion attacking and surviving = fought something, took damage, and isn't dead, so a minion attacking face shouldn't count.

No haha, that's not it at all. Attacking means attacking, it would specify minion if it meant minion. See the rhino for hunter. Specifically says the interaction takes place when attacking a minion.
This works exactly as I would expect, I would have been surprised if attacking a hero doesn't count, that would be strange.

You're right, I think that's how it should work, so if attacks a minion with 0 attack, yes, I agree the minion should get the buff.
Don't get me wrong, I enjoy it in wild pirate warrior, but generally when a card should be "surviving an attack" then it should works more like frenzy.

Attacking face is attacking. Your Rokara would say "If a friendly minion attacks an enemy minion and survives..."
It works right now as intended.
I think Rokara works just like intended. If it was as you suggests, it would be a very situational and awful card.
