Notice how most of the spells with a weird or absent tag are face damage spells ? That is not a coincidence.
And like you say the card clearly has the word "holy" in it so do you really need a tag ? it's a holy wrath, it's holy, always been holy, doesn't matter if it doesn't have the holy tag, balance matters more than flavor for Wild cards.
Couldn't tell you, but the spell schools do seem a little ambiguous. Here's an inconsistency a noticed in regards to that:
Ancestral Healing: Nature
Spirit Echo: Nature
Ancestral Spirit: *Not nature
I got your point, but I believe the reason is that these spells work differently on their way of casting. Ancestral Healing and Spirit Echo summon the power of the spirits inherent to the Earth itself for the shaman's aid. While Ancestral Spirit is more like a soul manipulation, almost like necromancy. I'm very naive to wow lore, but I believe it's something like this.
I don't see why they can't be consistent. I mean, unless there is some bonkers combo you can do with it as a holy spell and the devs thought of it and nipped it before it could run rampant and make everyone annoyed.

I suppose Revolve is not "magic" but actually mechanical (?), as in, just the machine changing minion places. Since other spells that are not technically magic do not have a spell school.

Don't forget that they design things 12 months in advance. They are dealing with hundreds and hundreds of cards, combinations as well as anticipating meta months in advance. There may well be very good reasons they have left the tag off certain cards, as someone else has already pointed out. There could be a card due to be released in the last expansion of this year which would interact really unfairly with this and rather than let one card dictate what they can do with it, they just leave that out.
The world would be a far better place if instead of being snarky and having digs about people for oversights or errors, people understood that everybody is fallible, they will miss the odd interaction but given the scale of balance they have to think about, can you lot just not be a little more humble?

yea I agree on both, but if the point is resurrecting minions, then the card itself is very out of flavor. Rally should not feature a racing art, it should be something like Conviction (Rank 1) if it means "(of troops) come together again in order to continue fighting after a defeat or dispersion.". But again, I guess the point here is making a pun, with the word Rally I guess... (eh I'm not a fan of it, since the joke destroys the flavor)

In fact, oversights that create odd or broken interactions are quite amusing. They usually fix the ones that need attention as quickly as needed and we're all back to playing as normal.
As of yet, there is no known major bug or exploit with this card and it's tag or lack thereof. It's just fun to point out what is or is not consistent so far.

I feel like if a spell isn't tagged it might be an oversight.
Generally they should correspond to what schools those abilities are in WoW, or generally what the art looks like.
Fire (mainly mage, shaman, and warlock): Fire and lava
Fel (mainly warlock and demon hunter): Fel fire (green fire), chaos, demons
Frost (mainly mage and shaman): Ice magic.
Nature (mainly shaman and druid): Plants, water, lighting, earth
Arcane (mainly mage and druid): Non-elemental, time, celestial
Holy (mainly paladin and priest): Holy/light magic
Shadow (mainly priest, warlock, and demon hunter): Darkness, shadow, insanity, old gods
I think that they want to limit the combo potential of tutoring Holy Wrath with this new 1/1 dude.
Bc there is nothing Holy in Wrath jk. Most likely an oversight.
Also, Nether Breath is Fel, while Twisting Nether is Shadow.
Furthermore, cards like Imp-losion are Fel, while Impferno is Fire.
It should be Holy as it is in WoW.
