Does anyone else think that aside from the fact that skull is probably the most powerful standalone card in the game, at least in standard, it should have been a legendary spell as far as warcraft lore is concerned?
Some will say doomhammer or gorehowl should also have been legendaries but I would rather attribute that to blizzard not having envisaged legendary weapons or minions at the time (the only one that comes to my mind is ashbringer via tirion).
Also as far as the powerlevel of the card is concerned, does anyone else think that releasing a busted card as a legendary so that it is only playable as a one-off without it necessarily having a very unique effect is desirable as opposed to making sure that all legendaries are somewhat unique even though most are unplayable?

Legendaries sell expansions, they won't start making OP but boring cards legendaries for balance purposes because that will decrease sales.
It doesn't look legendary to me. Yes, it draws 3 cards and discounts them ONLY if it's outcasted, it also costs 6 mana so no cheap stuff. Do you want to compare power levels? In classic set you have a great 1 mana mage spell called Tome of Intellect, its effect is rather weak that's why it doesn't see play at all. Now, make it 2 mana (originally 1 but too overpowered) but you don't get only 1 spell, in fact it fills your hand with mage spells. That's Evocation for you which has a strong card text compared to the 1 mana spell. That card deserves to be a legendary. Or Luna's Pocket Galaxy which doesn't need any kind of explanation why it's busted and when I think this was buffed to 5 mana... my god. And then you have Soul Mirror which gives you copies of enemy minions. Maybe they are big, maybe they have deathrattles or maybe they just die but you clear the board. Nevertheless a bonkers spell that gives the player a ton of value. No wonder you can't run 2 copies of this in your deck unless you can discover more and we all know priests can do that easily.
I admit not every legendary spell in game feels that legendary but devs definitely tried to give them strong effects. Just draw and discount is not worth the legendary rarity.
I thought Blades of Azzinoth should have been one of the Demon Hunter legendaries in place of the dragon, but I think they wanted Dragon Demon Hunter to potentially be a thing.

The outcast effect is hard to trigger.
