3 mana 3/2 deal 3 damage to the entire board is not overpowered? 5 mana 5/5 deal 5 damage not over powered? 0 mana reduce the enemy board to 1 health + give a 1/4 weapon not overpowered? 3 mana 8/8 divine shield heal 8 not overpowered?
you are looking at the effects as if they did not have an additional cost that can be completely missed at hitting the "overplayed" not "overpower" is the correct way to look at them. As someone who loves playing Librams I can say a 3 mana 8/8 T-DS is not a common play at all you cant view stuff as just a best scenario otherwise there should not be effects on any card.
I can say it isn’t overpowered when I put 4 frags in my deck the turn before and then draw all of them at full hp the next turn with 23 cards in my decks.
I will say I think the Libram discount units should be shittier units. Like 5 mana 3/3 no taunt and 2 mana 1/2. They have a huge lasting effect and honestly the stats aren’t enough of a tempo loss for the massive tempo gains later.
also a 1/3 heal 4 is simply just bad and understated compared to all the other 1 drops, especially the 1mana 1/3 reduce the cost of librams by 1. 1/3 stats for 1 is very bad stats and the additional effect does not make up for it

Clearly, I do, yes.
I mean, one of your examples is no more likely than getting C'thun to work. To get a 3-mana Libram of Hope, you will need to have discounted it by at least 6 mana. That's a requirement of at least 4 cards to be God-drawn AND played (same as C'thun in fact). And then you get an effect that can easily be beaten by pretty much any targeted removal which isnt that strong in comparison. Whereas C'thun deals his damage regardless. My point still stands. In fact, on further reflection thanks to your response, it now makes an even more logical impact to the argument.
Try to play the decks yourself and see how you have to plan your turns ahead to make all of this work. Those decks are especially designed to punish decks that reach late game. If you give them the time to play all their cards, they will beat you hard. There is a reason Control Warrior is a slow deck that is doing well against them (try to spot it). These decks are also weak against fast decks, for obvious reasons.

This brings up the Triad of deck types Aggro beats Control beats Combo which in turn beats aggro making a full circle the one issue with this full circle idea is when one of the types don't have a viable deck to play atm Id say all 3 do have a deck to play even choices on what deck to play currently.
I don't think Libram package is OP but Soul Fragment package is certainly OP. Soul DH is literally the best deck in the game for last 3 months because of Soul Fragments and Marrowslicer.
