Because if we think about Evolve shaman or Spell shaman, it would be good to help the archetype out with a weapon draw and with the overload they cant immediately go aggro on wild because the overload if they played it on turn 1.
I like the weapon draw card, but don't think blizzard would see at part of shaman class ID. What they need to do is buff Mana Tide Totem, and make it either a 2 mana 0/4 or a 3 mana 0/5. They showed they had the nuts to print a 2 mana 1/5 for rogue, and that card is far more powerful than mana tide.

And that card is Legendary, so it should be more powerfull than a rare classic card. Is Haena too powerfull, yes, but it should be more powerfull than mana tide. Besides one is card draw, the other is a value generator. So they fill diffrent slots. I dont think Mana tide should be buffed. That would make it way too strong. I do think Shaman could use some more card draw, but in another card
I understand your argument on rarity, but with cards like Winged Guardian and Priestess of Fury exist and are rares, for me rarity power level goes out of the window. Also I would suggest that giving mana tide a little more health or reducing its mana cost by 1 still doesn't bring it anywhere close to the power level of Shadowjeweler Hanar, regardless of it's 'role' within the game.
A 2/3 body for 4 with draw 2 is kinda busted, even without the tutor effect.
to be fair a 5/4 for 2 mana which attacks and gets immediate value is also busted but we have that and the deck it goes in isn't even the strongest deck lol.
I also feel that the Mana Tide Totem is a bit underpowered for its cost, but at least it carries the Totem tag which makes it a bit stronger after Totemic Reflection and Splitting Axe. Oh and it still outclasses Nat Pagle big time :)

I played a few games today with Evolve Gala and I literally had about 2 cards in my hand the whole game. Class identity shouldn’t restrict a class from having decent card draw, it’s a mechanic of the game that applies to all classes. And a very important one at that. Almost meta defining I would say.
I think shaman needs draw, but his weapons are too impactful to have such a card imo, warrior arms give you good value or raw damage, but drawing the spell weapon, doomhammer or evolve weapon whenever you want is too good.
The idea is nice but the card shown is just bad because of the Overload. Warrior had arguably one of the most powerful 1-drops (Town Crier) so I'd rather see Shaman getting a 1/2 instead of a 1/3 (1) to prevent ruining their curve. Overload in general seems just outdated since there are no payoff cards in the Basic/Classic set and those from expansions such as Likkim or Cumulo-Maximus either moved to Wild or are too clunky to be played. I get they want it to be the special Shaman feature but historically it's been part of broken decks (Old Gods/Karazhan Aggro Shaman) or just useless (see e.g. Earth Elemental in Crusher Shaman years ago or more recently, Snowfury Giant). There has been no middle ground, maybe except for the Year of the Dragon metas but even then, they had to buff a card which was already considered very powerful (Thunderhead) and yet the respective deck turned out to be far from too strong.

It would make Shaman a lot more consistent. I still think Shaman would be one of the worst classes, but maybe not the worst

As a main Shaman player I'd definetely love such a card!
But what I really think would be needed is some sort of precise minion-draw. (Like Cristallogy for Paladin).

They should unnerf flametounge totem and hex.
