Absolutely not. Assuming that you're a standard player, the only time you should dust a card is when it rotates. Dusting a card - especially one that is released at the start of the new hearthstone rotation - means that you run a very high risk that the card becomes part of the meta due to any one of the 5 next expansions. Don't dust.
Edit: I should note that "absolutely not" was directed at the post title. You should not dust, because there IS potential.
One thing for sure: if you're not into wild or combo decks dust it. Cos as of now in standard it's completely unplayable and even if it does become playable with future expansions it will be in combo decks only.
Realistically tho, the only chance she'll ever see play is weither there are more ways coming up in the next expansions to cheat her out early. That and plus more huge impactful Spells for Druid, which is very likely.
Cards like her developers had in mind for long term plans and future expansion, so if I were you, I would only dust if you desperately need 400 to craft something important.
There is a good chance, she'll see play in some way or form in a future Deck, in the next 5 expansions.
i do not recommend dusting anything from the expansion, she always can find a deck in the future when un'goro comes out i opened hemet and inmediatly dust him because looked so crap, but when mechathun appeared i regret that decision because i needed him to combo in the priest deck
I got her in golden in a pack and I just keep thinking about that 1600 dust if I disenchant her. Even tho it sounds tempting, I will not do it. One reason is that I already have 4 good decks for ladder, I'm not in a desperate need of dust. Second reason (and the biggest one) is that, like Aviana, Ysiel could become a great combo or even value card. For now she is bad, you don't want to pay 9 mana for the effect. Of course you can cheat her out with Imprisoned Satyr but this card is just too slow for the meta and even then there are no good expensive druid spells that could make Ysiel playable (just imagine Ultimate Infestation now). She will be around for 5 more expansions since now, she may become a staple at some point or not, you never know what future expansions bring, but the effect is pretty strong and I would say this is the kind of card you want to keep in your collection.
Just like people already said, it's not a good idea to dust new legendary cards even if they are bad right now. If they become meta later, you will regret your decision.
About the card itself, i'm quite baffled as to why they printed her in a set where there's a much better (neutral and free as well) mana cheating tool for spells: Kael'thas Sunstrider. Also, if someone could confirm this for me: is there an anti-synergy between her and Bogbeam/Ironbark? Because these spells cost 0 after 7 total mana crystals, but if she is on the board they cost 1 right? That would make her inclusion in this set even more nonsensical.

I wouldn't dust it either. Aviana was a bad card but when Kun the Forgotten King got released it made such a good combo deck that the card was nerfed.

I got her as a preorder golden leg, tried her in big and spell Druid, for about 30+ games never had a chance even to play her
