Problem is they would need to rework the entire card, cause if it was just 5 armor as most other Hero Cards it would be insane, it's hero power is too strong and it has a good weapon on top. Also the card can also be used to heal for as much as 14 health so in theory it's way too diferent to Hero cards. I think they should indeed remove the interaction with sac pact as that alone makes him absolutely unviable.

And so on. What I'm trying to say is that rules are not carved in stone and may change at any time. Especially if those rules are not good for the game (and they are not!). They are lazy, unfounded and dictated by greed. But since then Blizzard has changed (he had to), because consumers have become more aware of the value of their time and money. They have to give us what we want, otherwise we will go elsewhere, it's simple as that.

And although they recently started to buff cards they probably won't do it to basic and classic cards, because these sets are sensitive issue for them and if they really won't to make the meta fresh, in their philosophy, cards from classic set are only going to be Hall of Famed or nerfed.

Like you (I'm guessing) I play the game purely as a competitive card game and for it's mechanics. I suspect a major portion of the player base do get an hard on for Sylvana though so blizz are never going to want to piss them off by messing with their 'lore'. Just looked what happened when all they did was change Jaina's tits.
The only deck that might actually care about Lord J is Handlock and that archetype is basically dead since Mountain Giant was sent to the HoF. Even if they'd somehow buff him, does it really matter in a game where you can be easily smacked in the face for way more than 15 health in a single turn? Hell, a few games ago I OTKed a Quest Priest (from 30 hp) on turn 8 as Spell Mage. Face it, Jaraxxus would be unplayable either way.

I play the game for the fun of it, besides if it's gameplay it self (around 70% of enjoyment on my side) and for the little anacdots and jokes as well. HS got a path of it's own, which is bit different than WOW's one.

But my point is that the developers care about it, and as a company that needs and wants to make money reprint cards is a great way from them to gain without pain.
All I say is that thematically we won't likely to see a drastic change with the mechanic of how Jaraxxus works... And at whole Team5 has always changing the classic set to not be to dominate so every expansion the game will feel fresh and new
I don't believe Jaraxxus will see any change since it's crucial for it to be a minion to be played earlier with Summoning Portal(that is also why he is visible in the portal on the golden card version), infinite big minions, great against any control deck (or at least "back then"). And it's a classic card, still there to "teach" new players the simple game mechanics. Classic cards will prbly only be redesigned/nerfed if they are in the way of newer cards and too strong in combination with new cards.
But my point is that the developers care about it, and as a company that needs and wants to make money reprint cards is a great way from them to gain without pain.

As the title says, would you like to have Lord Jaraxxus redesigned to be a hero card?
The fact that when you play him your health is capped at 15 which makes him too vulnerable.
What could blizzard do to make him playable? It's easiest one of my favourite class cards in the game, so it would be awesome to play him once again.

I was thinking.. has anyone tried buffing Lord Jaraxxus with Imprisoned Scrap Imp? Will the health cap, and the weapon attack increase accordingly?
For the love of god, they need to remove the Sac Pact interaction. Instantly losing to Zephrys is torture and makes the card completely unplayable.
