It seems crazy to me how a 0 mana cost spell with 5 heal can destroy any minion on the board.
It should only work on Friendly minions, that way Jaraxxus will see play in the Meta.

He's a terrible fucking 9 drop. He's a 0 armor hero card with no Battlecry when he activates that locks you at 15 health. He literally has two full turns of zero tempo. He's a terrible fucking card by every definition.

Sac Pact is 100% fine. Yes, it's amazing removal against demons. You know how many classes are usually running demons in the current meta? 2. Demon hunter, and warlock. The only reason it's a bit better now is because demon hunter is a strong class, and some of their best minions are demons - but that means that it's mostly ineffective against 8 other classes (and being effective against some warlock decks never made it good enough in the past - only when it self-synergised, as it was included in Galakrond control decks as a way to heal 5 off of one of your tokens you didn't need).
Sac Pact is a tech card - and not one that's just fine if it doesn't end up hitting a target (as was the case with stuff like MCT). Essentially, it's a good inclusion for warlock when demon hunter (and possibly warlock) is a strong presence in the meta. So, how do you deal with it? You either settle on having a weaker matchup against those warlocks, or you play a different class. Do people honestly expect demon hunter (or any deck) to have a positive winrate in every matchup? Ridiculous.
And on the subject of Jaraxxus - while a 6/6 for 2 every turn is awesome, the health nerf is a huge hit (the control decks that would play him actively try not to get too low to avoid being bursted down, hence cards like Khartut Defender and Aranasi Broodmother) - it's just too rare to find the right time to play him (when you're already at 15 or below, and have the board). People aren't avoiding him because of Sac Pact; they've been avoiding him for rotation after rotation because it's hard to justify a 9 mana that, on the turn you play it, only gives you a 3 attack weapon swing (while you have 15 health, mind you).

Hunter could also Dire Frenzy opponent's beasts to have them in his deck, for example. Not the same as killing, but there are lot more effects that at first glance should be use on friendly minions but can be used on enemy's and allows for better decision making plays. Like Conjurer's Calling the enemy minion. Like someone above said, you can even Fireball your own minions or Shadow Word: Death it.

Sac pac was a tech card to play in galakrond and wild demon decks to immediatly sac voidcaller. It had a meme quality when people found out you could never play jaraxus with it, but since no one wanted to play jaraxus, it was no big deal. If it was nerfed it would still function fine in it's old role.
Only now it is a win against DH card, it is also a card that keeps all other factions from playing demons.

Also your example is stupid, dirty rat is a better counter to mechathun or togglewaggle and is a nuetral that pre-existed them. So your self serving obtuse argument holds no weight.
You guys are being too harsh, calm down lol more balance changes are coming soon enough and we gonna talk about that better, i would not be surprised if they decide to change sacrificial pact. What bothers me about warlock is that they have too much heal right now with artificier, Nether breath, sac pact and Alexstrasza. That's usually more than 30 points of healing which is kinda stupid.
