There're a lot of inconsistencies about the tribal tags, I'm not even going to try to list them.
But the reason /IMO/ is not really an omission but intentional game designing. Usually the tribe makes the minion more valuable which is not always working with the desired mana cost. Sometimes it allows interactions which devs doesn't want to be available, or consider strong/oppressing.
Keep in mind they plan the expansions at least an year ahead so they take in consideration things we can't even imagine. And once the card rotates out of standard the probability of a change /e.g. adding tribal tag/ drops dramatically.
Just took a look at the art of the Bogstrok Clacker and wanted to point out /IDK if you're a WOW player/ that the creature is a makrura which is considered as humanoid in the game. The Golakka Crawler is just a type of crab in Un'goro and is a beast. Anyway, you're right there're inconsistencies, especially with the elemental tribe..

My least favorite inconsistency in the game is how the card texts of Dwarven Sharpshooter and Steamwheedle Sniper are positioned differently even though they are the same. Same goes for Felsoul Inquisitor and Rusty Recycler. Also, Arfus being a Beast even though they stated like a million times that spectral animals are not Beasts.
Dragonbane is a Mech, Ship's Cannon isn't a mech, Dragonbane shouldn't be a mech because is just a giant crossbow that need someone to shoot it, like she's cannon does
Mekgineer Thermaplugg refers to the gnome piloting the mech (not the machine itself, like Piloted Shreeder for example), but the card is still a mech. By this reasoning any character piloting anything mechanical should also be a mech, but Gadgetzan Jouster, Tanaris Hogchopper, and others are not.

so true. also Bogshaper is a bog beast like Fen Creeper and Bog Creeper and those 2 aren't elementals, so why Bogshaper is an elemental?

Bog Shaper is the only one that isn't being controlled by Nemsy Necrofizzle. Maybe that is relevant.

Bog Shaper is the only one that isn't being controlled by Nemsy Necrofizzle. Maybe that is relevant.
well, I posted that inconsistency before and people also mentioned Loatheb and Ixlid, Fungal Lord. so, maybe its not about Nemsy?
Pretty sure Loatheb is a fusion between a bog beast and pure plague, so the right tribal for him would be undead if that ever makes it in I think. Edit: And Ixlid WAS an elemental but got the tag removed to pull him out from random pools I believe.
I remember when they made those statements for arfus they basically said "Yeah this shouldn't be a beast either but we like having it in the pool for Deathstalker Rexxar's hero power, so it's staying."

For example: why is Bogstrok Clacker not a beast but Golakka Crawler is? Is this something that should be fixed or am I missing something?

Makes sense. Tribes are a gameplay thing, and gameplay trumps esoteric lore when it comes to most games, not to mention Hearthstone.
