I have been playing it in a highlander control Shaman list and it's not that relevant.
I think the problem is Shaman doesn't have 8 mana and 9 mana spells, and from what I can tell those are the best slots for legendaries.
It feels really disappointing when you play Earthquake and you get Godfrey, Bran, Azalina, Janlail, etc.
Also my god does Eye of the storm feel weak. You pay so much mana for it, yet all the decks I faced can easily deal with those 5/6 taunts.
Seems bad but I did get completely owned by pharaos in wild in a deck that also played this.
so I guess that means... pharaos is good?

Card Design ChampionHow does it work with 0-mana spells ? There are no 0-mana legendaries...

EXPANSIONS : Year of the Scorpion (Year Comp)
It does nothing. No hit on its' durability, no minion summoned.
