I doubt it. Dirty Rat allowed you to wait until they were just about ready to pop off, making it all the more likely they had the crucial target(s) in hand already. It also, vitally, took away their ability to play it. This essentially does neither, and should be even more unreliable because of it.
Goes really well into the wild disrupt Warlock. Better thanDemonic Project and if you go Gnomeferatu on 2 and this on 3, I imagine you will rustle a lot of jimmies

You can be lucky, but with an average hand of 5 cards just 20%. It is good for 3-4 card combo decks, maybe holy wrath paladin, but these are not existent
Maybe the true potential is to destroy your opponent a turn or to use him making a less value turn, but 3 mana 4/3 is no value for you as well.
Overall I think it is good, with right meta very good, but not defining

I think this fits into Highlander Warlock or Handlock in Wild. In Standard, I just don't see it disrupting too many strategies. The card is very good, but it is random and if the card is 'playable', then the opponent might play the card anyhow, and nothing is lost or gained here.
I think this loses way too much value in the late game though as the cards that are playable will probably be played anyhow. This is good exactly on turns 3 through 5, right in the mid game where certain cards might be conditional.
3 mana 4/3 is decent stats, and even if doesn't end up being a major combo breaker, you can still prevent them from playing something or forcing them when they woud've preferred to do something else just to not lose the value war.
I think this might actually go into a faster Warlock, not slower decks. You just play it without needing to hold onto it into a shot in the dark, probably will deal with something of theirs (like a Brawl, Hysteria, Khartut) on 3-4 and also have decent stats to demand another card as well to remove it.
If you get rid of Galakronds, Shudderwocks, Dragonqueens and etc, nice, but I think it'll just be a bonus meme.
For slower variants, sometimes you can kinda of guess when they might have something really good in their hands, that have been kept and not used even when they could've used something or could be waiting for mana, so it's still decent enough.

I'd say the stats are less than decent, considering it bites the dust against the plethora of 3-damage sources you'll be facing on turn three. It's also going to hit a playable card every time, so the tempo effect may well turn out to be negligible against most opponent.
It's fine because it's forcing your opponent to play it if he cares about that card, he has aggressive statistics and he can also interrupt combos on turn 10 or against greedys decks
I really like chaos gazer. Not really the class that can make most use of effect plus stats, but it might actually go into wild combo decks...

Yogg-Saron challenge: Whenever you encounter a Yogg Saron player - concede in honor and send a friend request. It takes balls to play a card that usually results in your own death. :D
Only now I actually think it might not hit stuff like Plague of Death or Galakronds on 3.
The "playable" part made me wonder stuff like recently acquired Shifting Scroll and stuff like that. Or that they would print cards that start unplayable but become playable after some requirement or are like passive treasures.
If it's only cards your opponents can play next turn, then In some parts this will make the card worse in some areas and better in others. Like, they might not want to play Gala on 7 or Maly on 9, if you hit them on those turns but early disruption will be far weaker and sometimes may not even have a valid target, essentially doing nothing.
Cool card. The fact that it only hits playable cards makes it noticeably weaker, but even forcing out a removal and getting a decent body on top of it is not bad. In slower matchups, you could also save it until lategame to hit a bigger card which adds a nice layer of strategy to it.
Let's take a look shall we at current decks and see what it can do. Ultimately this card is a tech and will only see play if there's enough decks running around it can harrass properly. An example would be Inner Fire priest because hitting that or divine spirit would really be worth it.
GALAKROND CONTROL SHAMAN: yes
- Zentimo, Mutate, Earth Shock and Witchs Brew are great targets
- Dragons Pack before invoked twice is good
GALAKROND DR ROGUE: not much
- hitting faceless corrupter can be nice since it isnt always rdy to go
- necrium vial really good target (unless it counts it as unplayable if no dr on board)
GALAKROND WARRIOR: pretty good
- Scion of Ruin good target before invoked
- Bloodsworn Mercenary, Barrista, and Dragon Breeder are usually great targets at the right turn.
FACE HUNTER: awful!
- only Unleash the Hounds is a strong target.
So for these four decks we can see it will at best hit a good target only 15% or so of times. At this very moment it isnt so great a card although it can feasibly be seen as a 2 mana 4/3 if you force them to play off curve. These 4 decks may not exist on the ladder when the card is released and very possibly cards will be released in the set that it really shafts. This card will be welcome tech for Warlock should decks that play critical low cost cards arise in 2020.
