If this was permanent it would be insanely overpowered and unfun as hell, as it could steal your opponent's Quest reward or Hero card's Hero Power, which they worked a lot harder to get than just playing a 2 mana 3/2.
Imagine playing this against a Quest Druid who has to complete his quest next turn. They have to delay the quest by 1 turn or just give you their hero power they get. Cool.
Even if you use it as a speed bump to delay someone's quest or something, you still had to play this card. That's basically a wash.
You are never going to tech this. You are never going to say, "Ooh! That stupid oppressive deck I hate! If only I could swap hero powers with that guy for a turn! Then I show him what's what!"

It's pretty nice considering you can swap with the warlock quest hero power, pull al'akir from your deck, play it for free, give it double rockbiter weapon and bloodlust if you have coin and hit face for 24 damage even from an empty board. Also, this card literally wins you every horseman paladin mirror matchup.
I wonder if you doubled the battlecry for this if it would make it permanent. Like run 2 copies, take quest shaman's hero power. Use it, then play a second one of these. You'd get your original power back, but I wonder if it would swap next turn.
I'd totally do it for fun to dick over a quest shaman.

Yes but they would have built a deck around it and you wouldn't so I don't think it would be overpowered at all. How exactly are shaman or druid working hard to get their hero power? Shaman just plays any card and druid just has to waste mana. Actually I would imagine it is a lot harder to make room for a permanent hero power swap in your deck, it's not just playing a 2 mana 3/2, it's being stuck with a dead card until the opponent gets his good hero power and then playing a 2 mana 3/2 that takes up a slot in your deck instead of a good card for your deck strategy and then maybe have some card to synergie with it, while all this time your opponent is crushing you with his deck built specifically for his hero power.
Besides there are a lot of hero powers that will be plain useless and you'd be stuck with a dead card anyway, like against quest druid or against most original hero powers.

I don't think people are grasping out this COULD be a PERMANENT effect ormore professionally a Locked Turn. If you take your opponent's hero power pre- quest/hero and they [foolishly] choose to repace your hero power on their turn with the effect swap, there will be a back swap that gives you their power.

I don't think so, because it doesn't say "swap back". The swap is an effect that is negated at the start of your turn. If your opponent swaps, then you just get your hero power back before your turn starts. Technically speaking, negating a swap is not the same as swapping back, even if that is the result. It might as well say, transform your hero power into a copy of your opponents and your opponent's hero power into a copy of yours until your next turn.

You are more than likely absolutely right. But the fun of new cards is testing them out. I'm still 100% going to try.

Pretty good tech against hero cards and some quests.
Having to pay 2 mana for it, and then 2 mana for the power is a bit cumbersome.
What happens if you play two of these on the same turn? Do you get to keep your opponents hero power after both effects resolve?

Given how HP modifiers are build arounds I seldom see this as a benefit for you, but more of a detriment to your opponent
