I don't like at all, if druid have some minions like dopplegangster maybe.
It is just a bad card because in agressive decks you can't deal with more expensive minions and for big minions deck the +2/+2 bonus is not so relevant.
the +2/+2 part is irrelevant,if it hits minions that cost 10 mana is ok everything that's hit below that cost will upright lose you the game,Surrender to Madness never saw play neither will this
This card is super strong in my opinion. With a low mana curve deck, you will likely already have cards in your hand for the first few turns. If not, you can just hold off. As soon as you reach the tipping point, you embiggen to get crazy value. I mean the squirrel guy will be a 2 mana 4 3, still not to bad.
I would go as far as to call it meta defining. Obvioudly the conparison to surrender to madness is ridicolous.
I think this is better than surrender to madness, not much, but better. Madness costs you tempo on everything, while this just costs you tempo on minions. A spell heavy token generator deck could use this to buff the few minions it runs without losing too much ground.
Combined with self duplicating cards like Oasis Surger and Crystal Stag and we might have something interesting. Getting two 6/6 rush or 2 7/7 rush (with quest) for 6 mana isn't bad at all.
I think that people are really overerestimating this card: It's really bad, the only good thing about this is actually the 0 mana cost. But beside of this, you increase the mana cost of minions in your deck: having 5 or 6 mana on a minion is a HUGE difference. 5 mana allows you to be more lenient of the effects, 6 mana requires far more effects on board. You can't have a 2 mana minion costing 3 mana without having a huge effect on board. Especially on low minions like 1 mana ones. having +2/+2 on it is a huge buff, but having the mana cost doubled is also a huge deal.
And it only effects minions in your deck. Barnabas was a bad quest, Price Keleseth was only so strong because it has absolutely NO downside beside not having a 2 mana minion in your deck.
And Card draw as druid is so a thing: it's non-existant until you have enough mana. And when you have enough mana, you probably won't need the buff on them.
Might i be wrong: yes, but increasing the mana cost on minions is a huge deal.
This is 10 times better than surrender to madness. There is no comparison. As others have mentioned this always ultra cheap decks to ramp minions it also gives boosts to a mid-range deck that uses a lot of early game spell support. Not sure if it's good or not but there is a lot more opportunity with this card and the surrender comparison is an extremely bad one.

Surrender to Madness wannabe
Power level of this expansion is insane.
Also, combo this with Druid Quest in wild, it gets scary.
Hm. The question is, do you run 1 or 2?

What a bad Card.
"(up to 10) Does this mean the longer you hold this card, the more powerful/expensive your cards get? The discription is a bit vague

strange card, it can only be unplayable or broken. Cant really decide on vote.

I think it means that it can't make a card cost 11.
it means cards that cost 10 mana will stay at 10 it cant go above that cost, they just get the buff i.e Deathwing will be 14/14 for 10 mana
Might enable a zoo type Druid. Build it with all small stuff and use this to ramp up. Would need a nice draw engine though.

Occasionally gives helpful advice.
It's just clarifying that the max cost increase is to 10 mana in your deck. So a 10 mana card doesn't become an 11 cost when this is played.
