I think we are going to see at least 1 or 2 Pirates released in this set so this card will make some 'sense'. I do believe the real focus is Wild though, giving that deck some push for the mid to late game when it runs out of steam. Top decking a weapon in Pirate Warrior was really bad because it was just 3 damage or 5 damage. This card will also draw you more Pirates to play on the same turn and keep up the pressure and damage potential.
Also, the next set is probably going to support Pirates as well, unless this was just a random legendary for a Wild deck.
They have been doing this lately as well. Releasing cards for Wild. Like the totem support cards are fairly useless in the current Standard, but in Wild, shamans COULD use those cards to build a dedicated Totem Shaman deck.
I think this card might fall in that category.

I agree about the Wild value. I for one am looking forward to including it in my Odd Quest Warrior deck, which has several pirates in it. It may, also, be more valuable in future expansions. We've seen that before as well - cards released that didn't initially make much sense but gained in popularity after the rotation, but that's a ways off. For now, I'm still hope there's more pirated on the way this set.
You need to run quite a few pirates to consistently draw this while you still have 3 left. Not worth running outside of a dedicated pirate deck for that reason, but in that deck it will be one of the best cards. Great in wild, we'll see about standard. Not enough good pirates atm.
Already voted meta-defining even if they don't have yet show a new pirate for this expansion. What are the current pirates in standard that are playable ? Southsea Deckhand , Dread Corsair , Captain Greenskin. Does these cards synergies well with weapon ? Absolutely.
Think of this card like the old Raiding Party. This card was insane because pirates and weapons have really good synergy together. Well, Ancharrr is kinda the same thing.
I do believe that this card alone will push Tempo or Aggro Warrior on top tier level, since the main issue was running out of stream, and this card solve that issue.
