I am going to assume you aren't kidding since there is a lack of "Kappa". Simply put if you build a deck around a specific card and assuming that card is good (which the Galakronds certainly seem to be) getting a card that fetches that specific card is the nuts. AND if you are already Galakrond the effects are nothing to sneeze at. Getting 14/14 worth of stats for 6, 8 of which have taunt is preeeeety good.
Also I am understating things a bit. This card is out right bonkers in all honesty.

In some strange way it reminds me of Twin Emperor Vek'lor. Not because of defect, but because extremely strong synergy with another legendary card.

I'm sorry if I misunderstood your comment, but having Galakrond in your hand is not enough. You have to have played Galakrond (replacing your hero) before you can use the devastation effects.
I would play this card even without the draw galakrond part, it's mostly going to be played for the devastation anyway. The summon a 8/8 option is crazy, that's unnerfed spiteful summoner value. And the face damage or board clear are just added value if needed.

Well that kinda changes nothing. Galakrond is your win condition so you want to play him right away, he is not like C'thun or Yogg. If you invoked enough you will just play him. Which does not change how this card is stupidly broken

No, but it will delay playing Gragonhoof by at least two turns if you have Galakrond in your hand before turn 6.
Depending on what the shaman Galakrond effect is, a quest deck which doubles battlecries to invoke and control, then plays Galakrond in the late game (with a double battlecry) could be viable. If you play this before transitioning to Galakrond, you can unleash two devastations (e.g. 10 to their face with 10 heal). Then, after transitioning to Galakrond, you can play Shudderwock to activate another devastation and re-trigger the Galakrond battlecry.
Quite an insane card, tutor + value + flexibility, and it even curves out to Galakrond if played on 6.
