The art seems to be of Erunak Stonespeaker, the broken Draenei boss in Throne of the Tides. The card seems pretty good, get a card with a 2/2 is fine and you get some information about the opponent.
Galakrond is worse than Rexxar though, he is even worse than Anduin.
No he's not; or at least not necessarily. His battlecry is arguably better than either if he's been upgraded (and we'll have to wait and see on how easy that is to do), and the hero power is about on par with Rexxar's overall -- Rexxar had discover, but he had to deal with the pool of crummy neutral beasts -- Galakarond has like 2 outright bad results everything else is at least okay and will allow him to continuously flood the board with threats.
Until we know exactly how this one works (what is the pool it's showing you) hard to say if it's good or not. In general, this effect is weaker than we often expect it to be. But, 2-mana, 2/2 bodies that replace themselves are usually playable to some degree.

Apparently, Donais has stated that the cards are exactly one from hand and two from deck that are not in hand.
But it's important to remember that even if you pick wrong, you're still getting valuable information.
I would not often play this on 2. I would usually save it for a point in the game when the information really matters.

The bottom line is if priest can find a non dragon control wincon in this expansion or the next, madam and this will be run, and will be very strong. We're just not there quite yet.
Why does it need to be non-dragon?
And priest got Galakarond. Which gives them a board clear which only affects the enemy board, and is an amazing value generator. (Let's remember how strong Deathstalker Rexxar wound up being, and that was in a far less control-oriented class)
The main reason is if dragon priest is good I do not believe there will be room for these cards.
The issue with Lazul and now this card is they mess up the res pool. All these cool priest effects are worthless until Priest has a viable control deck outside resurrection. That being said I think this card is very good similar to Lazul and would be included in control warriors or shamans.
I dunno what it is about this card that feels really underwhelming, hand information is next to pointless anyways. It is like glimmeroot and that saw play but that was a different time for priest they only ran it as a filler slot for Highlander, and currently Highlander Priest is non-existent and Combo decks wouldn't wanna play this. However it could be good enough to just slot in a deck as a filler card in the future just like Glimmeroot.
This card has gotten the epic tag. Yet, there is nothing epic about this card what so ever. 2/3 of all times vanilla cards will be better than thisone. That pretty much says all about this card.
I'm sure someday all this will all come together and Priest's copycat mechanic somehow actually carries the class. And I know a lot of people don't care how good or bad the mechanic is, they just like playing with random cards or use cards from their opponent's deck.
But I'm kinda tired of this theme. Not quite as much as I am of Rogue generating random class cards, but I'm not excited seeing more of it. At least Rogue received some cards that reward you for random card generators with Vendetta and Underbelly Fence, so it's not just "memes" for the sake of it. And it kinda fits the Rogue archetype to have this crafty approach, to improvise and come up with strategies on the fly.
For Priest, it really just feels like a filler, a mechanic that they pull out of the drawer every other expansion when they run out of ideas. I don't really see how imitating, copying, cloning or espionage (since you look into your opponent's deck) is a "Priest" thing to do, and more importantly, they never really do anything with it other than releasing more cards with similar effect and impact. Chameleos, Devour Mind, Cloning Device... this one is more like Madame Lazul, so it may provide a bit of extra intel, but that's all there is to say about it.
This trait got old, and it hasn't aged well. I mean, there was a time when Thoughtsteal was actually pretty good, when resource management was a thing and you could win just because you had one more playable card left. Curious Glimmerroot was also played for a little while. So I'm not saying they are all bad and always will be. But they are mostly played when Priest has little else to play and needs to fill empty deck slots, and they get dropped quickly if better options show up.
The only card that can potentially benefit from this mechanic is Princess Talanji, and she isn't too good either. I'd rather see some things that haven't been done before, or at least see new cards that make old mechanics more interesting. If there were some more cards like Talanji, only better, like "If you hold a card from your opponent's deck, do X" then sure, you can expand that. And who knows, maybe something like that is going to get released in the next few days. But for the time being, this card is just disappointing to me.

The epic tag in Hearthstone doesn't mean a card has a spectacular effect, or that it's even good.
All it means is that it's probably situational in some way. You can use it for limited effect anytime you want, but to get the most out of it, you need to build your deck around it or get your opponent to play into just the right situation.

Rant over.
It's the best mechanic in control vs control matches. And I love the idea... Read the mind, own your opponent with their power, like a "law of retaliation". The problem is that Blizzard has never supported the archetype, as for example was done with Rogue, even if it is older than that of the Rogue's one...
However, I always used Archbishop Benedictus last year like tech card vs CW match up.
It doesn't even matter anymore though. Who's even going to play Priest while it has a 20% less winchance than the top classes? Priest is now officially in it's worst state ever seen. Only 37% winrate now.
Yeah, Priest is in a really bad spot right now. It's not completely hopeless but I feel like the only deck that has any real chance is just a variation of the combo priest we've already been playing for months. That's currently what I'm toying around with and I'm still not even sure the changes I've made have actually been an improvement or not. Even then, I'd say combo priest is at best Tier 2, maybe even high Tier 3. Other classes have just got so much more power *cough* Shaman *cough*. lol
It really sucks too because I'm not really a fan of combo priest but I feel like it's the only chance I have at actually ranking right now assuming I actually want to play Priest. Otherwise, I'd be much better off netdecking a popular shaman build for Tier 1+ ranking.

Priest'll be quite a bit better after the rotation. Assuming they don't add a bunch of awful priest minions the power of the pool for Galakrond Priest will go up considerably.
And I can stop getting Test Subjects, Lady in White, Zelek and Auchenai Phantasms every time I invoke.

Nah priest galakrond is bad
Priest Galakrond is completely dependent on it's minion pool. Right now the pool has a ton of situational cards.
Just like Deathstalker Rexxar, when they improved the beast pool, Rexxar got a lot better.

Well, the earlier you play it, the more likely you can guess what it is, since mulligan strats are fairly universal.
The main reason is if dragon priest is good I do not believe there will be room for these cards.

So it is essentially 1 in 3 to get the correct, seems garbage to me.

Yeah that's... pretty disappointing. That practically means it's a wild guess.
