Making Quest Shaman even stronger, given the number of new Battlecry dragons that are being added. Quest Shaman value generation is already so strong, that adding yet another double-able value engine is going to be amazing. That's assuming Quest Shaman is still competitive in the new expansion (hard to say without seeing the rest of the set).
TBH it makes it even more difficult that shaman will get the lackeys that they really want. More value is fine, but getting 4 damage, or +2 attack, or two minions on the board, or 2 evolves is better.

I like lackeys but this seems a little bit too strong.

makes neutral lackey generators more popular in dragon decks, sure its a 1/7 now but that 1/7 will be sweet

All Lackeys are non-collectable minions that exist only when generated by effects.

Dragons are heavily shifted towards higher Mana costs, so the strength of this one depends on the state of the game.
Definitely not the best Lackey as others are great at all stages of the game.
