IMO it is better then Fel Reaver because you are not always able to answerMortuary Machine with minions, sometimes you must use spells instead. And if you are not able to answer possible magnetize, there will be incoming big face damage.
To be honest very strange epic cards this expansion... Very optional.
So here's the thing about this card. If Reborn IS good and IS played, then this card is very very powerful. Reborn is not stackable. So that means if everyone is playing Reborn, this card has zero downside.
But this is not likely, as not all classes will be playing Reborn minions. or enough to make you want to play this card.
For example if everyone played Mechs, then the Warrior 5 drop that does damage against all non-mechs, then that card would no longer be played by Warrior. We know that doesnt happen, and even in mirror matches, you will be playing non-mechs eventually.
This is the opposite and players will always have non-reborn minions. This card seems like a silence Priest archetype, which is alright. Then again, you could give your opponents Reborn, then steal them?
Goes well exactly in a mech zoo deck as a finisher. If you have lots of 1-1 tokens around you can easily trade away reborn minions. It has the benefit over sea giant that it's a scary magnetic target.

Or the best buddy, heal 11 and kill a big minion in turn 10 is not bad in late game.
But serious, we only see this card be played by warriors after discover with the hero power and be traded into your giant, that is all.
Almost literally unplayable IMO. Silence Priest or bust. The taunt punish completely strips this card of any value it might have otherwise had.
Fel Reaver is a thing that exists, also Anima Golem which was fun before they nerfed Dreadsteed

This is worse than Fel Reaver but this time BGH isn't around to ruin the fun
It occurs to me that Freeze Mage probably doesn't care about the downside.

I never vote Dust it! But boy is this card bad, unless priest instantly silence it. It is nowhere near the level of Fel Reaver.
Also a hidden "nerf" to Naga Sea Witch into King Phaoris or any evolve on a 4-mana cost minion.
