Otherwise it is 1 mana too much to be "copying" current totems. For other minion types it would have been great at this cost, imagine copying murlocs, thats busted!
I think this is being underestimated. This is another token generation/damage output for aggro Shaman. This with Nightmare Amalgam, Hench-Clan Hag, any totem and Plague of Murlocs can be crazy good. Underbelly Angler already gives Shaman sooooo much value and now this weapon could provide another hard to clear board state.
Needs to hit at least 2 mana worth of totems to be decent - so that's 2 basic totems (likely 3), and if you have 2-3 basic totems out and are playing this on curve, you've had an awful first couple of turns.
That said, good value with nonbasic totems - but the trouble then is that you either are gambling that they'll be left alive for at least a turn, or you're playing this on turn 6+ where a 3/2 weapon is just super low impact (plus, something like lackey totem + this on turn 6 is super low impact on the board, so you'd likely be facing heaps of pressure as a result).
Would be interesting in a totem based deck in wild. This as a follow-up to Totem Golem, provided it lives 2 turns, is pretty good.
I think that this would have been played during the old midrange Shaman meta, but don't see this being played today. For example, this is the best curve I could come up with this card:

If only it had a reliable Win Condition. Windshear Stormcaller is too weak for its dire condition, and Bloodlust ain't no Savage Roar...half of the time it is dead in your hand.
Well guess you can call Even Shaman a Totem deck. This is very strong in it. If you have two Totems on board, this is -2 Mana on your Thing from Below for just one card.

Very interesting effect. Could become relevant if more minions such as Nightmare Amalgam or (god forbid) Totem Golem/Thing from Below are going to be released.
Thing from Below wasn't a totem, right? It just benefit with mana reduction from each totem you played.
another trash for shaman
The Storm Bringer plus this makes it really dangerous for your opponent to leave totems up. Other than previous mentions options i don't see yet.
Edit: except with the new Plague of Murlocs, where this would fit in a murloc themed deck
4 mana 4/2 weapons are just good. I think the battlecry gives it the extra push to make it into even shaman.
